Petition of J. H. Schiltz, et al, ask-
ing the city council to improve 19x-
change street from Dodge street to
the intersection of Cora street and
Cora street from the intersection of
Exchange street to Grandview ave-
nue and also asking for an appropria-
tion to purchase sufficient property
that is necessary to make said streets
of a uniform 50 -foot width presented
and read. On motion of Ald. Clancy
the petition was referred to the com-
mittee of the whole to view the
grounds.
Petition of J. M. Blades, et al, ask-
ing the city council to construct a
sanitary sewer on Exchange street
from the intersection of Cora and Ex-
change streets to the sewer on Curtis
street at the intersection of Curtis
and Exchange streets and on Cora
street from the intersection of Cora
and Exchange streets to Grandview
avenue presented and read. On mo-
tion of Ald. Clancy the prayer of the
petitioners was granted and the prop-
er resolutions ordered drawn covering
the same.
Petition of Bradley and Maclay ask-
ing the city council to construct a

ley avenue presented and read. On
motion of Ald. Clancy the prayer of
the petitioners was granted and the
proper resolutions ordered drawn to

Petition of John H. Maclay asking
the city council to improve the alley
lying between Alpine and Nevada
street, from Solon street to Lang -
worthy avenue, presented and read.
On motion of Ald. Clancy the prayer
of the petitioner was granted and the
proper resolutions ordered drawn to
cover the same.
Petition of Bradley & Maclay ask-
ing the city council to construct a
sanitary sewer in Solon street, from
the present sewer in Booth street to
a point about 120 feet east thereof,
presented and read. On motion of
Ald. Singrin the prayer of the peti-
tioners was granted and the proper
resolutions ordered drawn to cover
the same.
Petition of Mrs. Barrett asking the
city council to grant her a reduction
or cancel the special assessment
levied against her property for the
sewer in Milwaukee avenue presented
and read. On motion of Ald. Singrin
the petition was referred to the corn-
mittee of the whole to view the
grounds.
Petition of Joseph Straub, Sr., ask-
ing the city council to accept the sum
of $41.75 as full payment for special
assessment against lots 12 and 13,
South Park Hill Add., for the improve-
ment of Muscatine street, presented
and read. On motion of Ald. Wallis
the petition was referred to the com-
mittee of the whole.
Petition of the Dubuque Benevolent
and Humane society asking the city
council to donate the sum of $300, the
annual sum as donated by the city in
the past, presented and read. On mo-
tion of Ald. Wallis the prayer of the
petitioners was granted and a war-
rant in the sum of $300 was ordered
drawn on the city treasurer in favor
of the Dubuque Benevolent and Hu-
mane society.
Petition of the Municipal Bathing
Beach commission asking the city
council to submit to the voters of the
city at the coming city election the
following proposition: Shall the prop-
osition to borrow the sum of ninety -
seven hundred fifty dollars ($9750.00)
for the purpose of erecting buildings
in connection with the bathing pool,
and issue bonds therefore, be adopt-
ed, presented and read. On motion
of Ald. Wallis the prayer of the pe-
titioners was granted and the proper
officials instructed to place the propo-
sition before the voters.
Petition of W. J. Miller, et al, ask-
the waiver and agreement were re-
ferred to the city attorney.

Petition of the United Garage Co.,
asking the city council to grant them
permission to. install a Bowser gaso-
line tank and erect a, sign at their
place of business, situated at 427 Clay

the petitioners was granted and the
city attorney instructed to draw up
waivers covering the same.
Petition, of H. L. Pier, relative to the
storm sewer built under Quinn street
with its outlet on lot 1 of 1 of 2 of
33, Levi's add., and asking damages
done to said lot, presented and read.
On motion of Ald. Singrin the peti-
tion was referred to the city attorney.
Petition of I. Belsky, asking the
city council to have the alley lying
between 16th and 17th, Sycamore and
Cedar streets clear of all obstructions
to that the alley can be used by the
public, presented and read. On mo-
tion of Ald. Singrin the prayer of the
petitioners was granted and the chief
of police instructed to notify the prop-
erty owners to clear the alley of all
obstructions.
Petition of Mrs. John McFarland
relative to her former claim of $500.00
for injuries sustained by falling on
the sidewalk on. th,e Iowa street side
of the park and asking to have the
same acted on., presented and read.

Petition of Mrs. Elizabeth Elligen,
asking the city council to refund to
her $6.30 overtax which she paid for
the year 1914 as th.e south 96.5 feet

Gentlemen: The claim for dam-
ages of Susie Hoff, growing out of a
personal injury sustained by her on
Jan. 21, 1916, has been referred to
me for a report and investigation. I
beg to state that I have looked into
this claim carefully, and find that
there is much merit in the same. I
would, therefore, recommend that a
warrant be drawn in favor of the
claimant in the sum of thirty ($30.00)
dollars, the same to be paid over to
her after she has executed a release
to the city of Dubuque from all fur-
ther claims arising out of her injury
and the treasurer be instructed ac-
cordingly.

City Engineer Blake presented pro-
file No. 906, showing the grade on
Burden avenue, from O'Neill avenue
to unnamed street first northwest of
Windsor avenue. On motion of Ald.
McIntosh the profile was adopted and
the ordinance committee instructed to
draft an ordinance covering the same.
City Engineer Blake presented pro-
file No. 907, showing the grade on
Leibnitz street, from Paul street to
Clifford street. On motion of Ald.
McIntosh the profile was adopted and

Alderman Wallis offered the follow-
ing:
Whereas, the contract heretofore
'entered into by the city of Dubuque
for the construction of a sanitary sew -
er hereinafter described, has been
'completed, and the city engineer has
computed that the cost and expense
of said iiprovement amount to $3,-
018.23.
Therefore, be it resolved by the city
council of the city of Dubuque, that to
provide Tor th "e cost of constructing a
sanitary "seWei in Rosedale avenue,
from Willow street to Auburn ave-
nue, in Auburn avenue from Rosedale
avenue to Dexter avenue, in Dexter
avenue from Auburn to Algona ave-
nues, and in Algona avenue, from
Dexter avenue to West Fourteenth
street, the mayor be and he is here-
by required "to execute and deliver to
the city recorder, to be by him regis-
tered and countersigned, eleven bonds
for two hundred and :fifty dollars each
and one for two hundred sixty - eight -
and 23 -100 dollars each, numbered
4462 to 4473 inclusive, dated April 2,
7916, payable on or before seven years
after the date thereof, and bearing in-
terest at the rate of -five per cent per
annum, payable semi- annually.
Aid. Wallis moved the adoption of
the resolution.

Be it ordained by the city council
of the city of Dubuque:
Section 1. That an ordinance es-
tablishing a grade on Putnam street
from Muscatine street to Broadway
Extension be and the same is hereby
established and adopted, as shown by
the profile of said street and grade
prepared by the city engineer being
profile No. 893 13. M. west end of the
door sill at the easterly end of house
No. 262 Broadway Extension - eleva-
tion 79.46.
Said grade begins at the east-prop-
erty line of Muscatine street which
is station 0, north curb elevation
177.60, south curb elevation 179.25;
thence to station 1+10.3 west line of
alley north curb elevation 175.90,
south curb elevation 179.90; "thence to
station 1+26.3 east line of alley, north
curb elevation 178.00, south curb ele•
vation 179.00; thence to station 2 +44
west curb line of Broadway, north
curb elevation 172.50, south curb ele-
vation 173.60.
Section 2. This ordinance shall be
in force and take effect from and
after its passage by the city council
and its publication one time in the

Be it resolved by the city council
of the city of Dubuque, that it is
'deemed necessary and advisable to
improve Clay street and 'Couler ave-
nue from Fourth street to Twenty -
second street, and it is hereby pro-
posed to reset old atone curb where
necessary and to put in new stone
curb where necessary and to repair
preshnt concrete foundation where
necessary and to resurface said por-
tion of said street with brick block
or 3 1 -2 inch creosote wood block on
the present concrete foundation or to
pave with asphaltic - concrete on the
present concrete =foundation outside
the tracks and with brick block on
the present concrete foundation be-
tween the rails and one foot outside
thereof, and to assess the cost of said
'curbing, resetting of curbing, repair-
ing of concrete foundation and resar-
facing against the property legally
subject to assessment.

east thereof, showing the locations

kind of material to be used, and to
prepare an estimate of the cost there-
of and the amount assessable upon
each lot or parcel of land adjacent to
or abutting thereon pet front feet or
square feet in area, and to file such
plat, specifications and estimate in
the office of the city recorder.

city recorder shall cause to be pub-
lished notice of the intention of the
council to make such improvement,

Dubuque, Iowa, pursuant to the pro-
visions of Sections 905 to 911, inclu-
sive, of Chapter XII Title V of the
code of Iowa, and in conformity to a
resolution of the council of said city,
duly passed, a true and complete copy
of which is printed on the back here-
of, as a part hereof. And it is here-
by certified and recited that all acts,
conditions and things required by the
laws and constitution of the state of
Iowa to be done precedent to and in
the issue of this bond have been
properly done, happened and been
performed in regular and due form
as required by law, and that the in-
debtedness of said city, including this
bond, does not exceed the constitu-
tional or statutory limitations.
In testimony whereof, said city .of
Dubuque by its council has caused this
bond to be signed by its mayor and
attested by its recorder, with the seal
of said city attached, this first day

A resolution directing the city
treasurer of the city of Dubuque to
sell 4 per cent refunding bonds.
Whereas the city council of the
city of Dubuque, deeming it necessary
and for the public good to refund the
outstanding indebtedness of the city
of Dubuque in the sum of one hun-
dred and five thousand dollars by the
issuance of its refunding bonds; and
Whereas, bids have been asked and
received for the sale of said bonds at
four per cent interest payable semi-
annually; and
Whereas, Season, Good and Mayer
of Cincinnati, Ohio, has submitted its
bid to buy said bonds at par allowing
a premium to the city of Dubuque in
the sum of one hundred and ten dol-
lars on condition that said city pay
to said bidder the sum of $735.00 for
full lithographed bond blanks, attor-
neys fees and other incidental ex-
penses.
Whereas, said bid is the highest bid
offered for said bond issue; now
therefore
Be it resolved by the city council
of the city of Dubuque, That the city
treasurer be and he is hereby author-
ized and directed to sell said bonds at
par to Season, Good and Mayer of Cin-
cinnati, Ohio, they being the highest,
bidder, said bonds to be in the de-
nomination of one thousand dollars
each, bearing interest at the rate of
four per cent per annum, payable
semi - annually, said bonds to be pay-
able at the Continental and Commer-
cial National bank of Chicago, Illinois

mitted th.e Highest bid, namely par

ery and a premium of $110.00 the city
of Dubuque to allow them a sum of

A resolution to provide for the is-
suance of refunding bonds on the City
of Dubuque, Iowa, for the purpose of
refunding certain outstanding and
maturing bonds.
Whereas, The City of Dubuque,
Iowa, is justly and legally indebted
on its certain valid outstanding bonds
to the amount of one hundred and
five thousand dollars which outstand-
ing bonds were heretofore legally is-
sued by the said city under a resolu-
tion duly and legally passed by the
city council thereof in the years 1371
and 1896, and which outstanding
bonds bear interest at the rate <,f
four per cent per annum, payable
semi - annually, and become due and
payable on the first day of April, A.
D., 1916, and said outstanding bonds
have been issued to refund and Jay
certain other outstanding bonds of
the said city theretofore issued to
pay valid indebtedness of the said
city heretofore contracted and in-
curred; and,
Whereas, The said outstanding
bonds which so become due on April
1st, 1916, are in all respects regular,
legal and valid, and the interest
thereon having been regularly paid
by the said city ,during all the time
they have been so outstanding; and,
Whereas, It being deemed for the
public interest to refund said bonds;
and,
Whereas, The city has full power
and ' authority under the laws of said
State of Iowa to issue bonds as here-
inafter provided to refund the said
outstanding bonds so due, now there-
fore,
Be it Resolved by the City Council
of the City of Dubuque, Iowa; Sec-
tion 1. That there are hereby au-
thorized and directed to be issued by
and in behave of the said City of Du-
buque its refunding bonds according
to and of the form hereinafter con-
tained to the amount of one hundred
and five thousand dollars under date
of April 1st, 1916, in denominations
of one thousand dollars each, paya.Jle
twenty years from date bearing inter-
est at the rate of four per cent per
annum, payable' semi - annually on first
day of October and April during said
term, to be evidenced by interest cou-
pons attached to saia bonds. Both
interest and principle of the said
bonds to be made payable in lawful
money of the United States of Amer-
ica at the Continental and Commer-
cial National of Chicago, Illinois.
The said bonds shall be signed by
the mayor and attested by the re-
corder of the said city under its cor-
porate seal, and the interest coupons
thereto attached shall be signed by
the mayor and attested by the record-
er of said city, with the seal of the
city affixer, and said bonds being
numbered from one to one hundred
and five, both inclusive, and said In-
terest coupons being numbered from
one to forty, both inclusive.
Section 2. That said bond shall be

generally the nature of the sewer, its
location, size and kinds of material
to be used, and the estimate of its
cost, and fixing the time before which
objections can be filed, which time
shall not be less than five days after
the last publication of said notice, and
after the completion of the publica-
tion of such notice, he shall at its
next session, notify the council there-
of in writing with a printed copy of
such notice accompanying the same.

INTENTION TO IMPROVE NE-
VADA STREET FROM WEST
THIRD STREET TO LANGWOR-
THY AVENUE.
To Whom it May Concern:
You and each of you are hereby
notified that it is the intention of the
city council of the city of Dubuque,
Iowa, to improve Nevada street from
West Third street, to Langworthy
avenue,
That a plat of said improvement is
now on file in the office of the city re-
corder.
It is estimated by the city engineer
that said improvement will require:
1,045 square yards of macadam.
804 lineal feet of cement curb and
gutter.
200 square feet of cement gutter.
Making a total estimated cost to
the legally assessable property own-
ers of $1,340.00.
Any person having objection to said
improvement is hereby notified to ap-
pear before the city council at its
next regular session to be held Thurs-
day, March 16th, 1916, or to file with
the city recorder their objection in
writing on or before March 16th, 1916.

AN ORDINANCE ESTABLISHING
A GRADE ON PUTNAM STREET
FROM MUSCATINE STREET TO
BROADWAY EXTENSION.
Be it ordained by the city council
of the city of Dubuque:
Section 1. That an ordinance es-
tablishing a grade on Putnam street
from Muscatine street to Broadway
Extension be and the same is hereby
established and adopted, as shown by
the profile of said street and grade
Prepared by the city engineer being
profile No. 893 B. M. west end of the
door sill at the easterly end of house
No. 262 Broadway Extension eleva-
tion 79.46.
Said grade begins at the east prop-
erty line of Muscatine street which
is station 0, north curb elevation
177.60, south curb elevation 179.25;
thence to station 1+10.3 west line of
alley north curb elevation 178.90,
south curb elevation 179.90; thence to
station 1+26.3 east line of alley, north
curb elevation 178.00, south curb ele-
vation 179.00; thence to station 2 +44
west curb line of Broadway, north
curb elevation 172.50, south curb ele-

Section 2. This ordinance shall be
in force and take effect from and

REGISTRATION NOTICE.
Mayor's Office, March 20th, 1916.
Notice is hereby given that the_ reg-
isters of election, duly appointed to
register voters in the City of Dubuque,
Iowa, will be in attendance at the
places hereinbelow mentioned, for the
purpose of correcting the registry list
of names of such electors as may be
entitled to vote at the City Election
to be held on Monday, April 3rd, 1916.
Said registers will meet at their re-
spective places on Thursday and Fri-
day, March 23rd' and 24th, 1916, and
Saturday, April 1st, 1916 at 8:00
o'clock a. m. and be in session until
9:00' o'clock p. m. of said days.
Said registers will thereafter meet
on Monday (Election Day), April 3rd,
1916, and be in session from the
time the polls open until they close
and register only such voters as were
absent from the city during the pre -
ceding clays that the board was in ses-
sion, also such voters as did not be-
come citizens until Monday, April
3rd, 1916.

NOTICE TO CONTRACTORS.
Sealed proposals will be received at
the city recorder's office, city hall, by
the city recorder until 8:00 p. m.,
Thursday, April 6th, 1916, for improv-
ing Nevada street from West Third
street to Langworthy avenue, in ac-
cordance with the plans and specifica-
tions prepared by the city engineer
and now on file in the office of the
city recorder.
It is estimated by the city engineer
that said improvement will require:
200 square feet of cement gutter.
804 lineal feet of cement curb and
gut
1, ter. 045 square yards of macadam.
300 cubic yards of earth filling.
440 cubic yards of earth cutting.
The work to be paid for when said
work is completed and as prescribed
by Chapter XXXII and amendments
thereto of the Revised Ordinances of
1901 of the City of Dubuque, Iowa,
work to be completed on or before the
1st day of June, 1916,
Bidders must state price per square
yard of macadam and price per square
foot of cement gutter and price per
lineal foot of cement curb and gutter,
and price for grading in total.
Each bid must be accompanier. by a
certified check for $100.00 on some
Dubuque bank as a guarantee that a•
contract will be entered into if award-
ed. Check and bid in separate en-
velopes.
The City Council reserves the right
to reject any and all bids.

and fifty -nine, both inclusive:
The board of waterworks trustees
has directed that Dubuque waterworks
bonds, numbered from four hundred
and seventeen (417) to four hundred
and fifty -nine (459), both inclusive,
(numbers 454, 455 and 456 being al-
ready redeemed), dated June 1st, 1.900,
be redeemed, in accordance with the
ordinance and contract entered into
by the city of Dubuque, Iowa, on the
first day of June, 1916, for payment.
