Notice of claim of Irene Currier
against the city of Dubuque in the

appoint a committee of three alder-
men to canvass the vote cast at the
city election of April 3rd, 1916. Car-

Mayor Saul appointed the follow-

and Clancy. The vote was then can-
vassed from the poll books and found
to be as follows:
Ald. Singrin moved that all candi-
dates receiving a majority or plural-
ity of the votes cast be declared elect-
ed and that the proposition to borrow
the sum of . Ninety -seven Hundred
and Fifty Dollars $9,750.00) for the
purpose of erecting buildings in con-
nection with the Bathing Pool, and is-
sue bonds' therefor, be declared de-
feated. Carried.
Mayor Pro Tern Singrin adminis-
tered the oath of office to Mayor
James Saul.
Mayor Saul addressed the council
as follows:
"Gentlemen, we have come -to the
parting of the ways. I have no
apologies to offer for the administra-
tion now closing; but claim for it a
measure of success. I have been re-
elected on the democratic ticket, but
I will be mayor of the whole city,
and as mayor I will try to act as I
have in the past two years, with but
one object in view, and that will be
the welfare of the city, and I expect
every official and employe of the
city to do the same.
"I wish to thank the retiring mem-
bers of the council for the many kind
things they have done for me. And
I will always cherish the friendships
I have made while I worked with
members of the council.
"To the new council I extend
hearty greetings and best wishes for
the future. I hope during the com-
ing term we may all work together
for a greater and better Dubuque."
The retiring members of the coun-
cil made a few remarks in reference
to the work accomplished during the
past two years and wishing their suc-
cessors a prosperous and successful
administration of the city's affairs for
the ensuing two years.
Mayor Saul then called before his
desk the newly elected councilmen
and administered to them the oath of
office. The members are as follows:
Aldermen -at -Large Callahan of the
First and Strobel of the Second ward,
Alderman Plamondon of the First
ward, Alderman McLaughlin of the
Second ward, Alderman Liest of the
Third ward, Alderman Wallis of the
Fourth ward, Alderman Frith of the
Fifth ward.
Ald. Frith nominated Aid. Wallis
for mayor protein. Ald. Callahan nom-
inated Ald. McLaughlin for mayor pro
tern. Ald Wallis was elected mayor

To the Honorable Mayor and City
Council of the City of Dubuque:
Gentlemen: Hereto attached you will
find the w?.rranty deed of Emil Bach -
er to the city of Dubuque, thereby
conveying to said city the following
described seal estate:
The south fifteen (15 ft) feet of the
west one hundred and sixty -five (165
ft) feet of lot No. 7 in Henion and
Baird sub division to the city of Du-
buque.
This strip of ground has been pur-
chased by the city for street purposes,
the same being for the widening of
Pickett street. and the sum named as
a consideration therefore, is Six Hund-
red ($600.00) dollars which amount
represents the award of the jury le-
gally appointed to assess the valua-
tion of said strip.
I am informed that a warrant has
already been drawn in the sum if
three hundred ($300) dollars, and that
at the present time there is an ap-
propriation of three hundred ($300)
dollars for which no warrant has been
drawn. I would, therefor, recom-
mend that a warrant be drawn in the
sum of three hundred ($300) dollars
against this appropriation, therebY
making the total sum of six hundred
($600) dollars, the same to be paid
over to said Emil Backer, grantor,
and this deed may be placed on rec-

13th day of February, 1916.
I beg to report that I have made
arrangements to settle said claim for
the sum of fifty dollars. Attached
hereto is release properly signed by
said claimant, Mary A. Brown. I
therefore recommend to your honor-
able body that a warrant be drawn
in favor of said Mary A. Brown for
fifty dollars, the same to be in full
settlement for said claim.

RELEASE.
Whereas on or about the 13th day
of February, 1916, Mary A. Brown was
injured by falling on a .sidewalk of
the north side of Dodge street at a
point near the intersection of Dodge
and South Dodge streets, in the city
of Dubuque, Iowa, the principal injury
being a fracture of the left wrist.

Whereas the undersigned Mary A.
Brown claims that said injury was
received as a result of the careless-
ness of the said city of Dubuque, :n
failing to keep the sidewalk properly
cleaned and free from snow and ice,
and in a safe condition for persons
walking thereon, And said city of
Dubuque denies such liability and all
of the parties hereto desire to set`le
and compromise said claim and it is
agreed so to do for the total Gum
of fifty dollars ($50) to be paid by
said city of Dubuque to the under-
signed Mary A. Brown.
Now, Therefore, in consideration of
said sum of fifty dollars, which is
hereby acknowledged, has been paid
the undersigned Mary A. Brown does
hereby discharge said city of Dubuque
from any and all liability and from
any and all claims by reason of the
injury received at or about the time
above mentioned.

of Frank Beutin of $23.73 as interest
on overdue balance of Lincoln avenue
contract, I beg to report that the bill
of Frank Beutin for $500.00 for grad-
ing Lincoln avenue was ordered paid
on Sept. 10th, 1915, and the bill of
$605.37 for extra curb, gutter, cul-
verts, etc., on Lincoln avenue was
ordered paid on October 7th, 1915, but
warrants were not drawn for these
amounts until the first meeting of
the council in March, 1916, because of
no funds. The amount of the bill for
interest is not excessive.

of twenty dollars to be paid by the
city of Dubuque to the undersigned
Hulda Hanson.
Now therefore in consideration of
said sum of twenty dollars which it is
hereby acknowledged, has been paid,
the undersigned, Hulda Hanson, does
hereby compromise and settle said
claim and releases and forever dis-
charges said city of Dubuque from
any and all liability and from any
claims by reason of the injury re-
ceived at or about the time above.

tary sewer in Martha street, from
North Booth street to the intersec-
tion of Martha street and Nevada
street and along Nevada street to a
point about fifty feet north of Julien
avenue, showing the locations and
general nature of such improvement,
the extent thereof, the size and kind
of material to be used, and to pre-
pare an estimate of the cost thereof
and the amount assessable upon each
lot or parcel of land adjacent to or
abutting thereon per front feet or
square feet in area, and to file such
plat, specifications and estimate in
the office of the city recorder.
That after such plat is so filed, the
city recorder shall cause to be pub-
lished notice of the intention of the
council to make such improvement,
which notice shall be published in
three consecutive issues of the official
paper of the city of Dubuque, stating
that such plat is on file, and generally
the nature of the sewer, its location,
size and kinds of material to be used,

tion of said street with asphaltic -con-
crete on a concrete foundation, or ma-
cadamize said portion of said street,
and to assess the cost of said grad-
ing, curbing, guttering and paving, or
macadamizing, against the property
legally subject to assessment.

able upon any railway or street rail-
way company, the amount and cost
thereof to be paid by the city, if any,
and the cost thereof and amount as-
sessable upon each lot or parcel of
land • adjacent to such improvement
as contemplated by Chapter 76 of the
laws of the Thirty -fifth general as-
sembly of the state of Iowa and acts
amended thereby, and to file such
plat and estimate in the office of the

boats leaving that part relative to the
fee to be charged, blank, the same to
be determined later by the city coun-
cil. Carried.
Ald. Callahan moved that the police
and light committee be given power to
purchase hats for the policemen. Car-
ried.
Ald. Wallis moved that the city en-
gineer be instructed to prepare a
statement of the amount of square
yards of improved streets and alleys
in each ward in the city and report
back to the council. Carried.

the old steam roller now the property
of the city and the steam engine
used for the running of the rock
crusher be sold to Jas. F Lee for the
total sum of $400.00 or $200.00 each
and he to pay the above amount into
th office of the city treasurer.

on the Fifth avenue sewer be receiv-

when laid on Wood street between
West Fourteenth street and Julien
avenue shall be four -foot walks laid
in the center and outside edge of
Walk to be seven and one -half feet
from outer edge of curb and that the
chief of police and street commission-
er be instructed to see that, this mo-
tion is carried out. Carried.

rules for the purpose of allowing Mr.

street with hillside brick on a con-
crete foundation and to assess the
cost of said grading, curbing and pav-
ing, against the property legally sub-
ject to assessment.

FROM STAFFORD AVENUE FOUR

Be it ordained by the city council
of the city of Dubuque:
Section 1. That an ordinance es-
tablishing a grade on Thomas Place
from Stafford avenue four hundred
feet northwesterly be and the same
is hereby established and adopted as
shown by the profile of said street
and grade as prepared by the city
engineer being profile No. 909. B. M.
door sill on the west .side of brick
house on the north side of Middle ave-
nue between Lincoln avenue and
High. Bluff, elevation 46.17.
Said grade begins at the northeast-

NOTICE TO SEWER CONTRACT-
ORS.
Sealed proposals will be received at
the city recorder's office, City Hall,
by the city recorder until 8:00 p. m.
Thursday, May 4th, 1916, for the con-
struction of a reinforced box con-
crete storm water sewer in Fifth
avenue, from the end of the present
sewer fifty -six and one -half feet east
of the manhole at alley intersection
between Rhomberg avenue and Gar-
field avenue, to Lake Peosta, a dis-
tance of about 475 feet, in accordance
with the plans and specifications pre-
pared by the city engineer and now
on file in the office of the city re-
corder.
It is estimated by the city engineer
that said improvement will require:
475 lineal feet reinforced box con-
crete sewer.
30 lineal feet of 42 -inch corrugated
steel pipe No. 60.
15 cubic yards bulk heads and
anchors.
3 manhole covers and frames.
The work to be paid for when said
work is completed and as prescribed
by Chapter XXXIV and amendments
thereto of the Revised Ordinances of
1901 of the City of Dubuque, Iowa,
work to be completed on or before the
1st day of August, 1916.
Bidders must state price per cubic
yard of reinforced concrete sewer,
price per cubic yard for bulk heads
and anchors, price per lineal foot for
corrugated steel pipe, 42-inch No. 60,
and price per manhole. Amount to be
expended not to exceed the appropri-
ation of $3•,000.00.
Each bid must be accompanied by a
certified check of $150.00 on some Du-
buque bank as a guarantee that a con-
tract will be entered into if awarded.
Checks and bid in separate envelopes.
The City Council reserves the right
to reject any and all bids.

and such patients as may be confined
