Gentlemen: On September 23rd,
1915, there were levied by your hon-
orable body a special assessment for
the construction of a cement side-
walk abutting the north one -half of
City Lot 210, owned by the Dubuque
Realty Company in the sum of $21.50.
I am informed that no cement walk
was laid in front of the north half
of City Lot 210 but instead was laid
in front of the south half of City Lot
210. As the owner of the north half
of C ity Lot 210 desires to clear the
title to said property, I would recom-
mend that said assessment be can-
celled, and that such other steps be
taken as may be proper to correct said
assessment.

Gentlemen: A copy of the amended
petition of the House of Good Shep-
herd and St. Joseph's Sanitarium, has
been handed to me by the interested
parties with the request that I pre-
pare and have ready at this meeting
of your honorable body an ordinance
covering the situation therein set
out. You will find herewith the ordi-
nance which I have prepared in re-
sponse to such request and I beg to
submit it to you for your approval.
It might be well, however, to refer
this ordinance to your committee of
the whole so that its terms may be
carefully gone into and discussed, so
that if any changes are deemed advis-
able they may be made before the
ordinance is officially passed.

Whereas, The owners of the prop-
erty abutting thereon have petitioned
the City Council of the City of Du-
buque for the vacation and annulment
of the alley in Grandview Place be-
tween Grandview avenue and Bradley
avenue from Altman avenue to the
north end of said alley.
Whereas, By direction of the city
council of the city of Dubuque the
city engineer has made a plat of, and
showing said portion of said alley pro-
posed to be vacated, and filed same in
his office subject to public inspection,
and due notice has been given to all
abutting property owners and ten (10)
days' notice of such vacation has been
published in the official papers of the
city and the proposed action has been
submitted to the city counciC at two
regular sessions, and
Whereas, It appears that no valid
objections have been made to the va-
cation of said alley and the same is
not required for public purposes,
therefore be it ordained by the city
council of the city of Dubuque:
Section 1. That the alley in Grand-
view place between Grandview avenue
and Bradley avenue from Altman ave-
nue to the north end of said alley, be
and the same is hereby vacated and
annulled and the permanent use of
the respective portions thereof adjoin-
ing the various lots abutting thereon
is hereby granted to the owners and
proprietors of said lots as contemplat-
ed by statute in such cases.
Section 2. This ordinance shall be
in force and take effect from and aft-
er its passage by the city council and
its publication in the Dubuque Tele-
graph- Herald and Times - Journal news-
papers.

Gentlemen: Regarding attached re-
port of Mr. Wybrant relative to a
sidewalk assessment against the N.
1 -2 City lot 210, I find that there was
no sidewalk constructed in front of
this lot. The resolution called for
the walk to be built abutting the N.
1 -2 of City lot 210 when it should
have read the S. 1 -2 of City lot 210.
The walk was built in front of the
S. 1 -2 of this lot. The assessment
against the N. 1 -2 of City lot 210 for
$21.50 for sidewalk should be can-
celled as Mr. Wybrant recommends.

struction, of cement steps from West
Locust street to Catherine street, in

Whereas, The owners of the prop-
erty abutting thereon have petitioned
the City Council of the City of Du-
buque for the vacation and annulment
of the alley in Grandview Place be-
tween Grandview avenue and Bradley
avenue from Altman avenue to the
north end or said alley.
Whereas, By direction of the city
council of the city of Dubuque the
city engineer has made a plat of, and
showing said portion of said alley pro-
posed to be vacated, and filed same in
his office subject to public inspection,
and due notice has been given to all
abutting property owners and ten (10)
days' notice of such vacation has been
published in the official papers of the
city and the proposed action has been
submitted to the city counci4 at two
regular sessions, and
Whereas, It appears that no valid
objections have been made to the va-
cation of said alley and the same is
not required for public purposes,
therefore be it ordained by the city
