Van Milligen, City Manager SUBJECT: Chaplain Schmitt Island Trail Connection Project Award Public Improvement Construction Contract lowa DOT Project No. EDP-2100 (704)--7Y-31 DATE: September 27, 2023 Assistant City Engineer Bob Schiesl is recommending City Council adopt the attached resolution to award the public improvement contract for the Chaplain Schmitt Island Trail Connection Project, lowa DOT Project No. EDP-2100 (704)--7Y-31 to Midwest Concrete, Inc., of Peosta, IA, in the amount of$696,632.33, subject to lowa DOT concurrence and approval of award. In October of 2022 the City Council approved a funding agreement with the lowa Department of Transportation to construct a 10-foot-wide multi-use trail along Admiral Sheehy Drive from 16th street to the Veteran's Memorial on Chaplain Schmitt Island. The funding agreement allows the City of Dubuque to use $615,000 in a Community Project Funding Grant resulting from the work of Congresswoman Ashley Hinson. The trail project will complement the design elements incorporated as part of the Veteran's Memorial and the Chaplain Schmitt Island Development Master Plan. Engineering staff coordinated with Leisure Services, and the DRA Chaplain Schmitt Island Development team on the design of the trail and trailhead. The Engineering Department completed the construction document development and will be responsible for construction administration and inspection. The Chaplain Schmitt Island Trail Connection will provide installation of a 10-foot-wide multi-use trail along Admiral Sheehy Drive from 16t" street to the Veteran's Memorial on Chaplain Schmitt Island and would include the following elements: • Excavation to allow for the installation of the trail • Installation of base stone for the trail • Installation of a 10 foot-wide 6-inch thick concrete trail • Installation of retaining walls where needed due to topography to accommodate the trail. This includes decorative railing matching what is used at the Veteran's Memorial. • Installation of a 6-inch thick decorative concrete trail head plaza • Installation of parking to accommodate ADA parking near the trail and trailhead. • Installation of decorative lighting to illuminate the trail and trailhead. • Installation of an emergency phone tower • Restoration of disturbed area with topsoil and seed. The schedule for the Chaplain Schmitt Island Trail Connection Project is scheduled to start construction no later than May 15, 2024, and the estimated completion date is August, 2024. Bids were received on the project by the lowa Department of Transportation on September 19, 2023, in Ames. Midwest Concrete Inc. submitted the low bid in the amount of $696,632.33. This bid amount is 15.4% below the estimate of probable cost. I concur with the recommendation and respectfully request Mayor and City Council approval. � Mic ael C. BID RESULTS Bids were received on the project by the lowa Department of Transportation on September 19, 2023, in Ames. Midwest Concrete Inc., of Peosta, IA submitted the low bid in the amount of $696,632.33. This bid amount is 15.4% below the estimate of probable cost. Based on the favorable bids received, the City may not utilize all the grant fund allocation. The City is responsible for providing the 20% local match funding requirement in addition to other non-participating costs such as design, construction administration, and inspection services. EDP-2100 (704)--7Y-31 Whereas, said sealed proposals were opened and read by the Iowa Department of Transportation on the 19th day of September 2023 and it has been determined that Midwest Concrete, Inc. of Peosta, IA with a bid in the amount of $696,632.33 is the lowest responsive, responsible bidder for the project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1 .
