Staff Members Laura Carstens and Wally Wernimont.
ABSENT:
None.
AFFIDAVIT OF COMPLIANCE
: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER:
Chairperson Terry Mozena called the meeting to order at 5:07 p.m.
MINUTES:
Motion by Wand, seconded by Mozena, to approve the minutes of the March 15,

2001 meeting with the condition that the wording of the shed roof located on Page 2 in the 5

and 6 paragraphs be changed to gable roof. Motion was approved by the following vote:
Aye – Mozena, Wand, Kringle, and Henson; Nay – None; Abstain – Guinn.
Motion by Wand, seconded by Guinn, to approve the minutes of the April 9, 2001 special
meeting as written passed by the following vote: Aye – Mozena, Wand, Henson, Guinn and
Kringle; Nay – None.
DESIGN REVIEW
: Reconsideration of the application of John and Denise Henning for a
Certificate of Appropriateness to add an addition of the rear of their home located at 452
th
Loras Boulevard in the W. 11 Street Historic Preservation District.
John Henning presented his revised site plan to the Commission. He stated that he
received approval to build an addition onto his home at the March 15, 2001 meeting. The
addition would have a “jog” from the east side of the building. Mr. Henning stated that he
would like to extend the addition to become flush with the side of the house, and therefore,
there would be no jog.
Motion by Wand, seconded by Kringle, to approve the Certificate of Appropriateness for
the newly revised addition to be added to the rear of the home at 452 Loras Boulevard with
the following conditions:
1) Examine and explore roof options.
2) That the cedar clapboard siding be uniform with the original house.
3) That the windows be proportioned to the original house.

DESIGN REVIEW:
Application of Janet Oswald for a Certificate of Appropriateness to add

a 22’ by 22’ attached garage for property located at 485 Arlington Street in the W. 11
Street Historic Preservation District.
NOTE: Commissioner Gibbs arrived at 5:10 p.m.
Janet Oswald presented her proposal to the Commission. She explained that the proposal
is to build a 22’ by 22’ attached garage that would be partly visible from the public right-of-
way. Ms. Oswald explained that the garage will be built into the side of a hill, and will have
a flat roof, which will have a deck constructed on top of it. Ms. Oswald explained that a
person would be able to walk out of the house onto the deck and be able to walk off the
deck into the back yard. She also stated that the driveway would be paved all the way to
the garage. She said the garage doors will imitate the doors located across the street at
1295 Grove Terrace.
NOTE: Commissioner Bradford arrived at 5:17 p.m.
Commissioner Wand asked if the siding on the garage would be the same siding that is on
the house. Ms. Oswald said that the current siding on the house is asbestos and that she
will re-use the siding being removed from the house where the garage will be attached.
Commissioner Guinn questioned what type of material would be used for the garage door.
Ms. Oswald stated that the garage would be constructed of aluminum. Staff presented
pictures of garage doors located at 1295 Grove Terrace to the Commission for review.
Motion by Guinn, seconded by Bradford, to approve the addition of a 22’ by 22’ attached
garage to the structure at 452 Arlington as submitted. Motion was approved by the
following vote: Aye – Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay –
None.
DESIGN REVIEW:
Application of David and Michelle Stuart for a Certificate of
Appropriateness to demolish a front porch for property located at 1470 Locust Street in the
Jackson Park Historic Preservation District
.
David Stuart presented his application to the Commission. He explained that he wants to
remove the front porch because it is not original to the building and has deteriorated to the
point it that has become a hazard. Mr. Stuart referred to a circa 1890 photograph of the
house showing that there was no front porch. Mr. Stuart stated that he would remove the
porch and repair damaged brick where the porch was located.
Motion by Wand, seconded by Guinn, to approve the demolition of a front porch located at
1470 Locust Street as submitted. Motion was approved by the following vote; Aye –
Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay – None.

DESIGN REVIEW:
Application of David Stuart for a Certificate of Appropriateness to restore a
porch to original appearance and repair/restore missing features for property located at 1492
Locust Street in the Jackson Park Historic Preservation District.
David Stuart reviewed his application. He explained that maintenance will be made to the
exterior of the house. He also stated that repairs made to the exterior would involve
replacement with the same materials. He said he would restore the front porch to the original
appearance as shown in a photo taken circa 1890. He stated he will use stainless steel wiring
above the wooden railing because the original porch doesn’t have the current height
requirements required by the Building Department. Mr. Stuart stated that the steps will be
built to the ADA standards. The Commission discussed the location of the handrail and how it
would be secured. Commissioner Guinn questioned the estimated timeline to complete the
project. Mr. Stuart stated that the project would take three years to finish. Commissioner
Guinn questioned if there was a time deadline stated in the Historic Preservation Ordinance
for the work to be completed. Staff Member Carstens explained that the work needs to be
started within one year of the Historic Preservation Commission approval. She also explained
that the Building Department requires work to begin six months after issuance of a building
permit.
Motion by Wand, seconded by Bradford, to approve the restoration of a porch to its original
appearance and to repair and restore missing features to the structure located at 1492 Locust
Street with the condition that any significant change from the original Certificate of
Appropriateness to the structure in the three-year period must come back to the Commission
for design review. Motion was approved by the following vote: Aye - Kringle, Gibbs, Bradford,
Mozena, Wand, Guinn and Henson; Nay – none.
DESIGN REVIEW:
Application of Kathy Mangrich/Bluff Street Neighborhood Association for a
Certificate of Appropriateness to place decorative iron benches in designated areas along
stth
Bluff Street from 1 Street to 5 Street in the Cathedral Historic Preservation District.
Commissioner Ken Kringle abstained from discussion, as he is the president of the Bluff Street
Neighborhood Association. Kathy Mangrich presented the Association’s proposal for placing
iron benches on Bluff Street. She stated that the benches are made by the Victor Stanley
Company, and will be made of black cast iron. She distributed a colored advertisement of the
bench to the Commission. She explained that there must be six feet of sidewalk for people to
be able to pass by the bench. Ms. Mangrich went on to explain that this would limit the
number of locations where these benches could be placed in the public right-of-way. She
stated there will be two benches located on both sides of the stairway to the Cathedral at 223
Bluff Street. She also referred to bench placement at the location of Sweet Memories, 454 W.

4 Street, and Cable Car Uniques at 471 W. 4 Street. She also stated that two more
benches would be located on private property. Ms. Mangrich stated that the benches would
need to be anchored to the ground.

The Commission asked staff to present the staff report. Staff Member Carstens explained that
the Cable Car Square historically was a residential area with narrow sidewalks that has
transitioned into a pedestrian-oriented commercial area of specialty shops. She explained
that pedestrian traffic has expanded and sidewalks need to be free of obstructions. She also
stated that City Engineering staff was concerned with people making their way by the
benches, especially people with disabilities. Ms. Carstens also reminded the Commission
that they are currently in the process of developing streetscape design, which would define
street furniture, such as benches.
Chairperson Mozena asked Ms. Mangrich if the organization will make changes to the location
of the benches if a comprehensive plan for the Cathedral Historic Preservation District shows
different locations. Ms. Mangrich explained that it would not be a problem to relocate the
benches.
The Commission discussed that each Historic Preservation District should have a different
look. The Commission also discussed that they liked the style of bench selected. They stated
it was a good quality bench. The Commission asked staff if the benches had to be approved
by City Council. Staff Member Carstens explained that the benches have to be approved by
City Council, since they will be located in the public right-of-way and be a public improvement.
Motion by Wand, seconded by Guinn, to approve the placement of four Victor Stanley CR-10

Classic Series benches in the public right-of-way along Bluff Street from 1 Street to 5 Street
as presented, with the conditions that:
1) The benches have to be approved by the Community Development Advisory
Commission.
2) The benches have to be approved by the City Council.
3) The site location of each bench must be pre-approved by Engineering Staff.
Motion was approved by the following vote: Aye – Gibbs, Mozena, Bradford, Wand, Guinn
and Henson; Nay- None. Abstain – Kringle.
ITEMS FROM PUBLIC
:
Ken Nelson, 295 Dorgan Place, asked the Commission for advice regarding construction of a

24’ x 24’ garage at 276 W. 17 Street. Mr. Nelson represented Bob and Carol Frye, the
property owners. Mr. Nelson questioned the pitch of the roof, the type of siding and also the
style of the garage door and windows. The Commission suggested that Mr. Nelson look at
examples located at the corner of Prairie and Chestnut, 1245 Highland Place and 1203 Grove
Terrace. The Commission felt these would be good examples of detached garages for the
Fryes to model their proposed garage.
Greg Stover, 1145 Locust Street, came before the Commission seeking advice regarding
possible improvements to his property. Commissioners shared their thoughts with Mr. Stover.

ITEMS FROM STAFF
:
Staff Member Wernimont discussed activities that would be taking place during Historic

Preservation Week, May 13-19, 2001. He stated that the May 17 Historic Preservation
Commission meeting will be located at Central Alternative High School at 5:00 p.m. He stated
that the Historic Preservation Commission will have a booth at the Dubuque Community
School District’s School Odyssey located at Five Flags on May 19,2001, from 10:00 a.m. to
5:00 p.m.
The Commission discussed the development of a bound book that would include all of the
Secretary of Interior’s Standards, Historic Preservation Ordinance, maps of historic
preservation districts, and regulations and maps for demolition districts.
