October 3, 2023
Dear Mayor Caanaugh, Council Members and City of Dubuque staff inembers,
As you know, the Dubuque Audubon Saciety has gathered signatures far a petition urging Dubuque to
presere a portion of Technology Park for a grassland presere. While we understand that the city
discussed our request during the annual meetings and our request did not make the tap 1Q priorities
identified for 2024, we would like the request to be publicly recognized. Therefore, we wil! share this
petition with you formally and ask for your receipt to be acknowledged at an upcorrting council meeting.
I will be deliering this letker with a hard copy of the signatures receied to date to Trish Gieasan a#City
Hall this week. We would ask that a vote be taken to either proceed with the petitioned request or to
decline it. A formal answer to the petition is warranted for public knowledge, considering how many
people showed interest. If request is denied, we would aprecate an on-record reasoning and any
additional irformation regarding ways#he city will pursue ensuring grassland habitat can be presered in
our city limits.
Here are a few details in suppart of the petifion and grassland preservation in the City of Dubuque:
- 97 Sisters of Charity, BVM and their associates at Maunt Caramel signed
- 52 5isters of St. Francis and their assaciates at Mt. St. Francis signed
- 448 Carnmunity members signed
597 si natures!
The total af 597 signatures {hard copy and electronic signatures attached) sends a strong signal of
support to our community leaders aaut the importance of this type of land preseratian to our
community members. We hope this is encouraging to you in your efforts to proide best practices advice
to city land management staff and to those people the city leases land ta. We hope it becomes
influential in the consideration of iuilding permits and land deefopment agreements going farward.
Once these "Best Practices" are adapted, we hape the city will extend the reach af its efforts by sharing
those practices with other communities around us to encourage their adoption of similar pracfices.
We laok forward to working together to deelop and implement signage for 7echnology Park with you
and ta be of assistance in any other ways we can. Perhas one would be to assist with efforts tooin #he
21 other lowa cammuniies that hae joined the Bird City Network, a part of the ongoing lowa Bird
Friendly initiative (https://birdcitv.or/iowa/communities). A member of our group, past Audubon Vice
President Jim Oleson (jimolesan3(cgmail.com} has agreed to help in any way needed ta get this
accornpfished.
lt has been a pleasure to work together with you all. Thank you foryaur hard worEc!
S+ncerely, -
Marty Corfman `' ;T,
Dubuque Audubon Society Vice President

With this grassroos citizn petition, uve are rging he Dubuque City Council to preserve 15 acres of
grasslad vithi Technofogy Park. Th site was purchased by the city in the eary 1990's for future
devefopment. Currently there are thee Wacant buildings and several acres avaifaEe beyond the 15
being requested. The grassland is hame to up to 50 nesting bobolinks, as welf as other pratectd
rasslnd pecies including grassioppr sparrows, which are in steep decline. Both ofhese species
require spec'rfic habitats that are not found on any public ands in the courty. Grassland irds are
under constant threat in our state due ta habitat lass from agricufture and urban sprawl. We hope o
create this oasis to prevent them from disappearing from Dubuque County entirely. We ask that the
City cartinue to awn nd manage the propery for grassland bird habitat, not allow developmet on
the 15 acres and give the Dubuque Audubon Society permission to erect a iandicap accessile
viewing platform and interpretive signage. The City Council will be voting in at their 2024 goal-seting
session to determine wher this will be put on heir fufure agrda. if you live in te City, lend your
name to this cause by suppnring this petition to protect t€e Technology Park Grassland,
