Van Milligen, City Manager SUBJECT: Hiring of a Full Time Transportation Services Laborer Position DATE: November 1, 2023 Dubuque All -America City IN 2007.2012.2013 2017*2019 Director of Transportation Services Ryan Knuckey is recommending City Council approval of creation of a full-time Transportation Services Laborer and elimination of a current part-time Intermodal Laborer (.28 FTE) and a part-time Ramp Custodian (.27 FTE). This full-time position will perform custodial and maintenance duties at the Intermodal bus facility and various City owned parking ramps and lots. The FY2024 budget impact will be an additional $21,218. Funding has been identified in the FY 24 budget and funding will be requested through the FY 25 budget process. Van Milligen, City Manager FROM: Ryan Knuckey, Director of Transportation Services SUBJECT: Hiring of a Full Time Transportation Services Laborer Position DATE: November 2, 2023 Dubuque AII•America City 2007-2012.2013 2017*2019 BACKGROUND: The purpose of this memo is to request authorization to hire a full-time Transportation Services Laborer. This position would combine the current part-time Intermodal Laborer and part-time Ramp Custodian positions. DISSCUSSION: This position involves performing a variety of semi -skilled tasks in the maintenance and custodial duties of parking ramps, lots, and the Dubuque Intermodal Transportation Center. Duties would be assigned in verbal and written instructions. The work is performed according to general or specific instructions from a supervisor who inspects work while in progress and upon completion. This position will combine the currently budgeted part-time Intermodal Laborer position at .28 FTE that maintains the Intermodal facility and the part-time Parking Laborer position at .27 FTE. The new full-time position will provide the necessary maintenance to parking ramps in addition to the Intermodal Facility to adequately maintain these facilities. An additional 12 hours of work per week will allow weekly deep cleaning and maintenance of the potential slip, trip and fall hazards in the ramps by mitigating the hazards as they arise. This extra time will reduce the number of hours the current Parking System Technicians are involved in daily maintenance instead of system and structural repairs. This causes the Parking Department to bring in a third party to complete repairs, increasing costs to the city. The parking facilities are in need of basic updates including but not limited to paint, stairwell repairs and lighting repairs. The new role would also be required to be on -call for potential issues after hours. Currently our 2 Parking System Technicians are on -call 26 weeks out of the year per technician, this extra support would reduce the on -call per team member down to 17.3 weeks out of the year allowing for more family time and a better work -life balance. The part-time positions were previously filled with employees who left due to accepting full-time positions with benefits and employees who left for health reasons. The two part-time positions are vacant and because they are part-time with limited benefits, they have been difficult to fill and when filled to retain the employees. This leads to excessive training of new employees and inconsistent maintenance of the ramps, etc. Combining the two-part time positions to one full-time position would allow for a consistent maintenance schedule to meet our FTA facilities preventative maintenance requirements, and better morale. We are temporarily filling this position with our Parking Revenue Collector position. BUDGET IMPACT: The position would be a GD-04 with a range of $23.83 - $26.74 per hour. Total wage and benefits would total $76,732 annually at Step C, or $21,218 for six months in FY24 with the position recommended to start January 1, 2024. The part-time position was previously filled with an employee who left due to accepting a full-time position and two employees who left for health reasons. We are temporarily filling this position with our Parking Revenue Collector position. The increase costs for FY24 will be applied to the below GL accounts: • Parking (40%) — 650-46-0000-83-830-4601-00-01-60100 • Transit (60%) — 690-53-0000-86-850-5302-00-01-60200 Transit has adequate funds available in FY24 and Chief Financial Officer Jennifer Larson has identified remaining fund balances from FY24 to cover the FY24 Parking costs. Continued funding will be requested through the FY 25 budget process. REQUESTED ACTION: I respectfully request City Council approval of an additional 0.45 full-time equivalents and to proceed with hiring a full-time Transportation Services Laborer to perform custodial and maintenance duties at the Intermodal bus facility and various City owned parking ramps and lots.
