INTRODUCTION
The purpose of this work session is to advise the City Council on the progress of the Smart Traffic
Routing with Efficient and Effective Traffic System (STREETS).
BACKGROUND & DISCUSSION:
Parsons Transportation Group, Inc. was hired by the City of Dubuque to develop and deploy a
Smart Traffic Routing with Efficient & Effective Traffic System (STREETS) that will use traffic
control strategies to enable dynamic traffic routing to maximize the use of existing roadway
capacities in the Dubuque metro area. Parsons Transportation Group, Inc. will update the City
Council on the design and implementation of STREETS.
RECOMMENDATION:
A PowerPoint presentation will be given by Parsons Transportation Group, Inc. No formal action
is required per this memorandum.

PROJECT GOALS
Provide a better and more balanced utilization of the City of Dubuque's roadway
network infrastructure
• Through utilization of the existing and new ITS
• Leverages existing system and
communications infrastructure
• Applying strategies to dynamically address
transportation demand and supply.
• The system includes five major components
• (1) Travel Demand Model (TDM)
• (2) Real-time Traffic Model (RTM)
• (3) Intelligent traffic signal control
• (4) An automated Decision Support System
(DSS)
• (5) Advanced Traveler Information System
(ATIS)
