INTRODUCTION
The purpose of this memorandum is to request approval to apply for a U.S. Environmental
Protection Agency State and Tribal Assistance Grant in the amount of $1,000,000.00 for
the Granger Creek Lift Station Project (Project #5581500009).
BACKGROUND
Limited Community Project Funding (CPFs) opportunities were available for the 118th
Congress. CPFs provide the ability for Congress to direct a specific amount of funding
toward a state, locality, or congressional district within larger appropriations (federal
spending) legislation. Members of Congress are limited to submitting fifteen (15) CPF
requests to the House Appropriations Committee. Congresswoman Ashley Hinson
submitted a request for the City's Granger Creek Lift Station Project.
The FY 2023 Consolidated Appropriations Act (P.L. 117-328) was signed into law on
December 29, 2022. The law included $1,000,000 in Community Project Funding for
the City's Granger Creek Lift Station Improvements at Catfish Creek Sanitary Sewer
System project.
The FY23 and FY24 Capital Improvement Program (CIP) Budgets included a total of
$847,650.00 for the Granger Creek Lift Station Improvements Project (Project
5581500009).
DISCUSSION
To secure the $1,000,000 in U.S. Environmental Protection Agency (EPA) State and Tribal
Assistance Grant (STAG) funding for the Granger Creek Lift Station Project, the City must
submit an official grant application. Because the funding has been specifically identified for
the project through the CPF program, the application is non-competitive. Once approved,
the EPA will provide a grant agreement for the City's consideration.
RECOMMENDATION
I recommend that the City apply for a U.S. EPA grant in the amount of $1,000,000 for the
Granger Creek Lift Station Project.
ACTION TO BE TAKEN
I respectfully request authorization to apply for a U.S. Environmental Protection Agency
State and Tribal Assistance Grant in the amount of $1,000,000.00 for the Granger Creek
Lift Station Project (Project #5581500009).
