Thome, and the estate is unwilling to separate the lots from the single-family home so a single purchaser must acquire all 8 parcels. Each vacant/undeveloped lot is 0.12 acres, 50 feet x 100 feet, and is zoned R-1. With all setback requirements, the maximum square footage of a single-family home would be 2,812 sq ft. Steger, Housing and Community Development Director SUBJECT: Purchase of Property at 2820 Brunswick DATE: November 14, 2023 Introduction The purpose of this memorandum is to explore the option of purchase property for sale at 2820 Brunswick for in -fill development opportunities. Background The property at 2820 Brunswick is currently for sale for $339,900. The property for sale includes several lots, four of which are vacant, undeveloped lots. Three of the lots are developed with a single-family home and two garages addressed on Brunswick, with an additional lot that historically was Brunswick Street but was abandoned by the city and sold to the owner of 2820 Brunswick to use as a driveway. The four vacant lots are on Balke Street and back onto the driveway serving 2820 Brunswick. 2820 Brunswick is being sold by the estate of Esther J. Thome, and the estate is unwilling to separate the lots from the single-family home so a single purchaser must acquire all 8 parcels. Each vacant/undeveloped lot is 0.12 acres, 50 feet x 100 feet, and are zoned R-1. With all setback requirements, the maximum square footage of a single-family home would be 2,812 sq ft. Neighboring structures were built in the 1950's and are general Conventional one story or one and one-half story single-family homes. The neighborhood has alleys situated at the back of most properties and most properties have a detached garage. 2820 Brunswick is in the North End Neighborhood and is located 1.5 blocks from Burden Park. Water and Sewer access is already present and can be connect to the existing structure on Balke Street. Discussion The four vacant lots are a prime location for an in -fill development, with several options for build out. One option is to match the neighboring properties and build homes (4) that are approximately 1,200-1,500 sq ft and have an attached garage to the back of the property. The current zoning would allow the garage structure to be an Accessory Dwelling Unit to allow each parcel the ability to house two families. The private driveway at 2820 Brunswick could be designed as a public or private alley to provide access to the detached garages and would also fit the nature of the neighborhood. Secondarily, all four parcels will be addressed on Balke Street and could have a driveway connected to Balke Street. This option would remove some on -street parking that is currently utilized by neighboring properties. Overall, the properties are now listed under the appraised value of $380,000 and are a wonderful location for the city to create affordable housing. The current single-family home could be separated from the 4 vacant parcels and resold as is at a lower price. The city would also have the option of rehabilitating the property and selling it as an affordable home with an accessory dwelling unit in the second garage structure. Many other options for these parcels exist but may require rezoning, such as a tiny home development, duplexes or a multi -family structure. What is laid out above is consistent with the neighborhood around the vacant lots but is not the only development option for these parcels. Appointed/Designated Seller Agency exists when Brokerage appoints/designates an affiliated licensee, the listing agent, to act on Seller's (Client's) behalf to the exclusion of all other affiliated licensees of Brokerage. b. Appointed/Designated Buyer Agency exists when Brokerage appoints/designates an affiliated licensee, the selling agent, to act on Buyer's (Client's) behalf to the exclusion of all other affiliated licensees of Brokerage. c. In the event an Appointed/Designated Licensee personally represents both Seller and Buyer in the same transaction, that Appointed/Designated Agency is considered to be a Consensual Dual Agency (see 4. below). 04. CONSENSUAL DUAL AGENCY. a. When Brokerage (or an Appointed Seller or Buyer Agent, as defined in 3a. and 3b. above) both lists and sells the property, it is the policy of Brokerage and Brokerage's affiliated salespersons to represent both Seller and Buyer as a Consensual Dual Agency.
