INTRODUCTION
The enclosed resolution authorizes the city to file the grant application with the Dubuque
Metropolitan Area Alternatives Study for the Federal Fiscal Year 2024-2027 Funding
Cycle Transportation Alternatives Program Grant to assist with funding the extension of
the Bee Branch Multi -Use Trail between 12th Street and 9th Street and funding on -
street bike lane connections from the 11th Street and 9th Streets intersections with Pine
Street heading west to their intersections with Elm Street. The multi -use trail
improvements will be fully funded from the combination of transportation alternatives
program (TAP) grant funding and local match from a city capital improvement project.
BACKGROUND
In the fall of 2023, the Lower Bee Branch Creek Trail - Phase 1 project was completed
and opened to the public. The Lower Bee Branch Creek Trail project involved the
extension of the existing Bee Branch Greenway trail system by approximately 0.38
miles to the south/southeast under US Highway 61/151 along the west shoreline of the
16th Street Detention Basin, then south to 12th Street adjacent to the Alliant Energy
solar array, then east approximately 600 linear feet east towards Kerper Blvd along 12th
Street. The project consisted of a 10-foot paved multi -use trail to accommodate
bicyclists and pedestrians.
DISCUSSION
Based on the consensus opinion of the city staff members involved with the City's
internal mobility team, the next priority multi -use trail segment to be constructed should
be a connection between the Lower Bee Branch Trail network and the Historic Millwork
District. Engineering Department staff have completed a feasibility analysis and believe
there proposed multi -use trail route and on -street bike lanes provide a viable solution
(see graphic on page 2). Specifically, the trail plan includes a 10 foot wide multi -use
trail connection that will be located along the Highway 61/151 on ramp between 12th
Street and 11th Street, and then adjacent to the Jule Operations and Training Center

between 11th Street and 9th Street and also include on -street bike lanes on 11th Street
(one-way westbound) and 9th Streets (one-way east bound) starting at Pine Street and
going west to their intersections with Elm Street.
This project is part of a multi -phase trail network that will extend connections to two
regional trails -- Dubuque Heritage Trail and Mississippi River Trail — as well as to the
citywide trail system. The project is also part of a phased trail connection to the Jule
public transit service and bicycle/pedestrian amenities at the City's Intermodal
Transportation Center on Elm Street. The project fulfills the top and high priorities,
goals, and objectives of the DMATS 2045 Long Range Transportation Plan. The project
is included in the DMATS Plan.

BUDGETIMPACT
The Lower Bee Branch Creek Trail Extension project has an estimated total cost of
$308,471. The 80% TAP grant amount will be $214,589. The required 20% local match
of $93,882 will be funded using $53,647 from remaining excess FY23 fund balances
and $40,235 from city Engineering Department staff salary which will cover the cost of
designing the project.

RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE
DUBUQUE METROPOLITAN AREA TRANSPORTATION STUDY TRANSPORTATION
ALTERNATIVES PROGRAM GRANT TO ASSIST WITH FUNDING THE BEE BRANCH
MULTI -USE TRAIL EXTENSION PROJECT
Whereas, the Dubuque Metropolitan Area Transportation Study (DMATS)has
allocated Transportation Alternatives Program (TAP) funds to be used on trail facilities;
and
Whereas, the City of Dubuque is interested in connecting the Lower Bee Branch
Trail with the Historic Millwork District; and
Whereas, the planned 10 foot wide multi -use trail connection will be located along
the Highway 611151 on ramp between 12th Street and 11th Street, and then adjacent to
the Jule Operations and Training Center between 11th Street and 9th Street and the
proposed project will also include on -street bike lanes on 11 th Street and 9th Streets
starting at Pine Street and going west to their intersections with Elm Street; and
Whereas, the project is planned to be part of a multi -phase trail network that will
extend connections to two regional trails -- Dubuque Heritage Trail and Mississippi River
Trail — as well as to the citywide trail system; and
Whereas, the City is seeking funding through the DMATS Transportation
Alternatives Program Grant to assist the cost of constructing the described multi -use trail
and bike lanes.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA THAT:
Section 1. The City is hereby authorized to file the grant application with the
Dubuque Metropolitan Area Alternatives Study for the Federal Fiscal Year 2024-2027
Funding Cycle Transportation Alternatives Program Grant to assist with funding the
extension of the Bee Branch Multi -Use Trail between 121h Street and 91h Street and
funding on -street bike lane connections from the 11 th Street and 9th Streets intersections
with Pine Street heading west to their intersections with Elm Street.
Passed, approved, and adopted this 4th day of December 2023.
