INTRODUCTION
This memorandum provides a status update on the H & W project at 3000 Jackson Street.
BACKGROUND
November 16, 2023 staff presented a memo to update the City Council providing the
following information:
Zinser has removed the south wall of the building that was an area of concern. After
removal of this wall and some of the roofing elements, Zinser stopped construction due
to concern that the building would become too unstable if they removed the roof and
parapets. Zinser required an engineered bracing of the building be provided prior to any
further deconstruction. The owner has an engineer working on this bracing system
currently.
The city does not want further deconstruction to continue until all parties have reviewed
the bracing system and agreed that deconstruction efforts can continue. This includes a
review by WHKS & Co hired by the city. The fall zone (road closure area) remains an
area of danger to the public until the building can be stabilized, deconstructed in some
areas, and then reviewed by a structural engineer to deem the building safe for the public.
December 3, 2023, will mark 180 days since the first demolition/repair order was issued.
If the city does not agree to provide the owner with any additional time to complete the
demolition work, the city would have the ability to move forward with the demolition work.
The cost would be assessed back to the property; however, the city would bear the cost
of demolition until that assessment was paid. Per Iowa Code 364.12:
"a city may perform the required action and assess the costs against
the property for collection in the same manner as property tax"
DISCUSSION
The bracing plans expected to be delivered to the City of Dubuque for review were not
received. The engineer from McClure was contacted directly and the following
information was provided during a phone conversation on November 30, 2023:
I spoke with Patrick Earney of McClure Engineering today regarding the ongoing
stabilization efforts for the Dubuque Brewing and Malting Building...
He conveyed that they are finalizing design of a bracing and consolidation system for
the east facing wall behind the towers. He indicated that he expects to have a submittal
ready in a couple of weeks (Dec 15th)
Additionally, he informed me that he reviewed the condition and directed the installation
of temporary shoring for the lintel on Jackson street. 1 (Mike Belmont) expressed my
concern with the wood bearing blocks that were placed at the base of the temporary
columns, and Patrick indicated that he would direct Steve Emerson to remove the wood
blocking.
1 have requested that he provide an email stating what he has been tasked to do and
where he is at in the process so that we have this information in his words.
Based on this update, city staff requested the Steve Emerson (owner) and McClure attend
a meeting with WHKS on December 1st to discuss options for speeding up the process.
More information will be available for City Council on Monday, December 4, 2023.

McClure engineering has been engaged by 3000 Jackson, LLC to provide engineering services for
the stabilization and restoration of the structure at the same address.
We have directed the recent selective demolition to remove unstable portions of the exterior
façade, and we have directed the installation of the temporary supports at the large opening on the
west façade where the header has deflected vertically. We understand that this bracing is currently
resting on a horizontal wood plate which could allow for some crushing. This plate will be removed
soon so that the added supports (inside and out) will bear directly on masonry.
McClure Engineering is currently working on developing a system to provide lateral support for the
southwest corner of 3000 Jackson St. We are currently designing some compression bracing for the
existing masonry shear wall highlighted in the snip below. Further, we are designing diagonal
bracing for the frame one bay to the east of the wall to further stabilize this wing and prevent some
twisting that was observed. This bracing will provide a longer-term stabilization to the observed
distress in this area of the structure.

Can you provide something in writing (can be in an email) indicating what you have been asked to design, and
where you are at in the process.
Per our conversation, can you also note that you have analyzed and directed the temporary bracing for the
lintel along Jackson Street and indicate if it has been installed per your direction. Please include in this
narrative your intent to request that the timber bearing blocks be removed/replaced.
Also, I would like to set up a conference call with our engineering consultant, Michael Shimkus from WHKS, so
that he can ask questions to you directly.
As I mentioned on the phone, we are trying to get to a point where we can all have confidence that the
building has been stabilized and that the danger to the public has been mitigated.
