request. The application, staff report and related materials are attached for your review.
Discussion
Ed Henry, Fuerste, Carew, Juergens & Sudmeier, P.C., 890 Main Street, spoke on behalf
of Links Glen, LLC. He referred to the staff report and noted that the plat is not creating
two new lots, but rather moving the existing lot lines closer to Wartburg Place.

The proposed Plat of Survey affects a single property totaling approximately 10 acres,
which will be subdivided to create three lots. Pursuant to the Unified Development Code
(UDC), the proposed subdivision is classified as a Minor Subdivision' and therefore
requires review by the Zoning Advisory Commission and City Council.
DISCUSSION
As proposed, the Final Plat of Links Glen Place No. 2 would subdivide an existing property
at the intersection of Wartburg Place and Links Glen Drive. This property is a planned
residential development with 18 single-family homes.
The plat would subdivide the existing property, thereby creating two new lots for future
development. The proposed plat would create the following three lots:
• Lot 1 will be 8.267 acres and will contain the existing 18 residential homes-,
• Lot 2 will be 0.837 acres and is undeveloped-, and
• Lot 3 will be 0.910 acres and is undeveloped.
All three lots have street frontage along Wartburg Place and Links Glen Drive.
The proposed lots are in substantial conformance with the Unified Development Code
and the City's Comprehensive Plan which identifies housing of various types as beneficial
to the community.
The Zoning Advisory Commission shall review the submitted plat to determine whether it
is in substantial conformance with the Unified Development Code.
RECOMMENDATION
Planning staff requests that the Zoning Advisory Commission review the Final Plat of
Links Glen Place No. 2 and recommends approval.
Attachments
UDC Chapter 16-11-6 defines a Minor Subdivision as "Any subdivision or consolidation of property in
which no new streets, public or private, are proposed and which does not require the construction of any
public improvements and which creates three (3) or more lots."

Whereas, said Final Plat has been examined by the Zoning Advisory Commission
and its approval has been endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that
it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Final Plat of Links Glen Place No. 2 in the City of Dubuque,
Iowa is hereby approved, and the Mayor and City Clerk are hereby authorized and
directed to endorse the approval of the City of Dubuque, Iowa upon said Plat of Survey.
