In Fiscal Year 2024 (FY24), the City Council approved a capital improvement package
for aerial orthophotography in the amount of $69,500. The purpose of this improvement
package is to procure aerial orthophotography for the City of Dubuque and surrounding
development review area. Aerial photography is used at the base of all GIS
applications in the city organization.
The most recent city -initiated project occurred in 2020. The City hired Kucera
International to capture and deliver aerial orthophotography, and Dan Corbin, Inc to
update the city's control network at that time. Funding was approved for FY22, as well,
however the City of Dubuque partnered with Dubuque County for that project, yielding
project savings. Typically, the County hires EagleView to procure both orthogonal and
orthorectified imagery. In FY22, the County hired Kucera International to complete their
project, but will be returning to EagleView in FY24. EagleView's orthophotography does
not meet the requirements needed by city staff to accurately track assets.
DISCUSSION
A request for proposals related to aerial orthophotography was released in October
2023 and responses were received in November 2023. In all, seven firms submitted
proposals for review. A selection team including the GIS Coordinator/Analyst, GIS
Applications Specialist Jake Ironside, and GIS Specialist Jesse Bernhardt reviewed the
proposals. The group came to a consensus that GRW of Lexington, KY is the best firm
to fly the city's project this coming spring.
GRW brings a wealth of aerial photography experience to the project. GRW and
Kucera International proposed nearly identical specifications for this flight; however,
GRW's price was nearly $20,000 less.
GRW's proposed price of $74,842 does exceed the budgeted amount for this fiscal
year. However, savings from the FY22 project will allow us to complete the project.
The project will be completed in the spring of 2024, and project deliverables are
expected in late July 2024.
ACTION REQUESTED
The GIS Coordinator/Analyst respectfully requests the City Manager's approval to move
forward with this project and to negotiate and execute a contract with GRW, for aerial
orthophotography services for the City of Dubuque, IA.
