Director of Transportation Services Ryan Knuckey is recommending City Council
approval to replace a 2002 Gillig 35 ft heavy duty diesel -powered bus, past its useful life
per FTA guidelines, with an 35 ft Gillig electric bus.
The City of Dubuque's Jule Transit Division was awarded funds from a Federal Transit
Administration 5339 Bus and Bus Facilities grant, IA-2023-031 -01 -00 for purchase of an
electric bus and charging infrastructure. The Jule is proposing to purchase a 35 ft Gillig
electric bus using the Iowa Department of Transportation's pre -negotiated state
contract, partnering with the state of Washington.
Grant IA-2023-031 -01 -00 will be funding 80% of the bus cost with local funds covering
the remaining 20%. Currently the Transit Division has available funding under project
numbers #5385000002 and #5385000004. Total estimated costs for the electric bus will
be $1,145,259. There will be an additional cost of approximately $225,000 for the
charging system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

BACKGROUNG:
The purpose of this memo is to request City Council's approval to replace a 2002 Gillig
35 ft heavy duty diesel -powered bus, past it's useful life per FTA guidelines, with an 35
ft Gillig electric bus.
DISSCUSSION:
The City of Dubuque's Jule Transit Division was awarded funds from a Federal Transit
Administration 5339 Bus and Bus Facilities grant, IA-2023-031 -01 -00 for purchase of an
electric bus and charging infrastructure. The Jule is proposing to purchase a 35 ft Gillig
electric bus using the Iowa Department of Transportation's pre -negotiated state
contract, partnering with the state of Washington. After many site visits and reviews,
Transit and Public Works staff has identified Gillig as the manufacturer that best fulfills
the requirements to effectively operate in Dubuque's topography and temperatures. The
addition of an electric bus aligns with the City's goals towards reducing overall vehicle
emissions, improving air quality for all citizens.

REQUESTED ACTION:
