INTRODUCTION
This memorandum provides a status update on the H & W project at 3000 Jackson Street.
BACKGROUND
December 4, 2023 staff presented a memo to update the City Council providing the
following information:
The bracing plans for the building should be ready for review December 15th, 2023.
McClure Engineering was hired by the owner of the building, Steve Emerson, to engineer
the bracing system.
DISCUSSION
City staff met with the following people on December 14, 2023:

Initial drawings of a bracing system for 3000 Jackson were provided to the city prior to
the meeting. The drawings were discussed, as well as the new bracing system for
Jackson Street facing wall, for which drawings were not provided. The new bracing
system for the Jackson Street wall was already provided to the owner to put in place, so
McClure will provide those plans to the city by Friday.
More work needs to be completed by McClure to provide reasonable assurance that the
bracing system will be a 12-month solution for keeping the public safe from collapse or
falling debris.
City staff reiterated that after the installation of the bracing system, McClure would need
to be able to provide reasonable assurance that the building was stable. The level of
"reasonable assurance" is not assurance that the building could never fail or collapse but
is a level of assurance that the building will remain stable barring any unforeseeable
circumstance. This level of assurance would mean that any other engineer with the
information able to be obtained through thermal imaging, drone footage, site
observations, historic photos, etc. would agree that the bracing system proposed is the
proper recommendation to provide stability to protect the public.
All buildings have the potential to fail, for example if a derecho, earthquake, fire, or other
natural disaster occurs. No amount of Engineering can provide 100% assurance that a
building will not fail, so it is important to note that the city is not looking for more than
reasonable assurance of stability from McClure.
Based on the need for a reasonable level of assurance, additional review of drone footage
and interior photos will be completed by McClure to recheck that a west to east bracing
system is not needed in conjunction with the north to south bracing system being
proposed.
Additionally, Steve Emerson will be in contact with the contractor within the week to
discuss a timeline to remobilize the crane to the site to begin work and will also be working
on a timeline for getting proper materials onsite. McClure is available to specify alternate
material types should materials originally specified be on backorder or unavailable for
immediate delivery to the site.

Dear Steve,
The following pages detail stabilization work to be completed at the southwest
section of the brewery complex located at 3000 Jackson St. in Dubuque Iowa.
Based on visual observations by McClure, we believe that these details address the
most immediately concerning damage to the structure that affects the global stability
only. There are obviously many other concerns with the structure, and it continues to
deteriorate due to its current exposed condition.
The observation that the repairs noted here are the most immediately needed is
based only on visual observations made to the structure in August and October of
this year. There is potentially unseen deterioration or damage - particularly at the
interior of multi-wythe masonry walls - that could be structurally compromised now,
but are unobservable without performing selective demolition.
During our site observations, McClure directed the selective demolition of several
portions of the exterior walls that were unstable and had potential to fall onto the
public right of way. During our follow-up visit in October, this work was observed to
have been performed adequately. We further directed the installation of temporary
support columns within the large, two -bay wide window on the west facade (inside
and out). This work was performed, however a 2x wood member was placed
flat -wise on the window sill below these jacks. This member is crushing resulting in
the jacks loosening and should be removed so that the jacks bear directly on the
masonry.
The repairs shown herein are not intended to be permanent and are only intended to
shore up the structure in its current state. New, permanent work will be required
once a full restoration is undertaken. As such, these repairs are not designed to be
used for more than one to two years before it may be necessary to repair them due
to exposure. It is understood, however, that you will begin a full restoration within
the next 12 months.
