Re: Residential Parking District - W. 16th St.
The neighbors of the 500 block of W. 16th St., from Cornell to Catherine Sts.,wish to petition the City Council to have a
Residential Parking Permit District (RPPD) on our block.
Our street is narrow, with parking on one side. About 3/4 of the block is level. The remaining 1/4 of the block is a steep hill
going down to Catherine St.
Last year Loras College built a dormitory complex across the street from six of the homes and next to two of the homes of the eight on
the block. Since then student parking has been an extreme problem. Loras charges a $75 fee for students to park in compus lots. On a daily basis we can
have eight to ten students cars parked on the level part of our block. Off street parking is limited, and all of the parked cars, on the street, can block
the view of on-coming traffic for some neighbors.
Jim Collins, Sr. Vice President at Loras and Eadie Huss, Campus Safety & Security Director at Loras, have informed myself, and other neighbors, through conversations, that
Loras would back us 100% to get RPPD for our neighborhood.
We would like to have, the District minimum size requirement, waived. The rear entrances of the dormatory complexes are very close to W. 16th
Street. Thus enticing several students, living in the north end ofthe complexes to regularly park on W. 16th St. It's closer and cheaper to park on
our street instead of the Parking Lot provided by Loras.
Please help us regain parking for the homeowners in our neighborhood. We need RPPD on our block to achive
this. This is only one of the many problems we have had to endure, not only during the construction of these
buildings, but also with student behavioral issues.

shall be allowed to park curb side in the district between the hours
identified above and as identified by City Council. (The annual fee is
subject to change by City Council action.)

As promised at the neighborhood meeting last week, I'm forwarding information to you
and Mr. Campbell about the process of establishing a residential parking district.
Attached are the following items:

Petition
If the neighbors submit a valid petition, i.e. an adult member of a minimum of 60% of the
dwelling units in the proposed district must sign petition, the City would then conduct a
parking study to determine if the parking usage warrants designation of a residential
parking district. Specifically, the study is conducted to determine if the following two
cdteria are met:
80% of curbside parking spaces are utilized during peak periods and,
25% of curbside spaces are utilized by non-resident parkers
The ordinance specifies that the minimum size of a residential parking district shall be
4 adjacent block faces or 50 curb parking spaces. Mr. Campbell discussed designating
just the 500 block of 16th Street. The district minimum size requirements may be waived
upon recommendation of the city manager and approval of the city council if the -
"proposed residential district is isolated or separated from other residential areas by
topographical features or by commercial area.' Please refer Sec. 32-383, paragraph
1.5 of the ordinance for additional information.

I'd suggest that the 16th Street neighbors seriously consider whether the residential
parking district would be beneficial, and .to observe when are the peak hours
of parking non-availability. The petition should be accompanied with a cover letter
explaining the petition and a map of the proposed district.
Yesterday I spoke with Edie Huss, Loras College Campus Safety and Security Director,
and she indicated that Loras College is fully supportive of the neighbors' initiative to
establish a residential parking district in this area.
