Public Works Director Mike Koch recommends the award of the contract to the Iow bidder, Horsfield Construction, Inc. of Epworth, Iowa, in the amount of $553,669.60. Koch, Public Works Director AIgona Street Reconstruction INTRODUCTION The enclosed resolution provides for the award of the Algona Street Reconstruction Project. DISCUSSION The project will consist of the complete reconstruction of the existing base and pavement surface for Algona Street from St. Joseph Street to Grace Street. The existing street from St. Joseph Street to Bennett will remain its present width of 31 feet wide, while that section from Bennett to Grace will be widened from 25 feet to 28 feet. All of the watermain valves along Algona Street will be replaced, along with all of the sanitary sewer manholes. A fire hydrant of the corner of Algona and Bennett has been hit several times because of its location. This hydrant will be moved to a safer location and the sharp bend in the street will be modified for smoother traffic flow. Sealed bids were received for the project on May 24, 2001. The results of the bidding process are as follows: Horsfield Construction, Inc. Tschiggfrie Excavating Co. Portzen Construction Stewart Construction, Inc. $553,669.60 575,295.70 583,433.97 697,173.80 The Iow bid submitted by Horsfield Construction, Inc. of Epworth, Iowa, is 5:55% underthe engineer's estimate. The completion date for the project is October 30, 2001. RECOMMENDATION I would recommend that the City Council award the contract to Horsfield Construction, Inc. of Epworth, Iowa, in the amount of $553,669.60. This is also the night of the Public Hearing on the project, and the adoption of the resolution of necessity. BUDGET The estimate for the project is as follows: Estimate Bid Construction Contract Contingency Engineering $586,197.00 58,619.70 96,722.51 $553,669.60 58,619.70 96,722.51 Total Project Cost $741,539.21 $709,011.81 The project will be funded as follows: Road Use Tax Special Assessment to Private Properties Special Assessment Deficiency To Be Paid By City Special Assessment- Water Services Sanitary Sewer Construction Fund Watermain Reconstruction Fund $465,601.26 110,349.97 625.95 18,003.30 43,363.73 71,067.60 Total Project Funding $709,011.81 The project will be funded through a CIP appropriation for the reconstruction of AIgona Street with a budget of $935,000. The project, as outlined, will require $466,227.21 in City funds. The bid represents a possible 5.13% reduction in the anticipated assessments to the property owners. Final assessments will be computed after project completion and the determination of actual construction costs. Low- to moderate-income property owners subject to street assessment will be eligible for financial assistance ranging from 20 to 100 percent of the street assessment for the owner-occupied resident property depending of family size and income level. This financing assistance program is made available through the One Percent Local Options Sales Tax. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Whereas, said sealed proposals were opened and read on the 24th day of May, 2001, and it has been determined that the bid of Horsfield Construction, Inc. of Epworth, Iowa, in the amount of $553,669.60 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Horsfield Construction, Inc. and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
