Steger, Housing and Community Development Director SUBJECT: 3000 Jackson Dubuque Brewing and Malting Project Update DATE: December 27, 2023 INTRODUCTION This memorandum provides a status update on the Dubuque Brewing and Malting project at 3000 Jackson Street. BACKGROUND On December 14, 2023 staff presented a memo to update the City Council providing the following information: A preliminary bracing scheme and detail was provided and discussed. McClure engineering indicated they would submit final bracing plans by Friday December 15t" McClure engineering was requested to provide documentation that the proposed bracing system would provide reasonable assurance of public safety as well as documentation of their stated opinion that additional bracing is not needed in the East/West direction. Mr. Emerson also indicated that he would prepare and submit a timeline for this bracing work along with the debris nets around the towers. DISCUSSION Final bracing plans have not been submitted. No additional updates have been provided by Mr. Emerson, or by McClure engineering. The bracing at the lintel on the Jackson street opening has been removed and replaced. However, we have not received the requested confirmation that this work was performed per the structural engineers specifications. RECOMMENDATION This memo is for information only. Allow sender I Block sender Michael, We have explored the bracing and reinforcement concept with multiple contractors, engineers, and OSHA. We have concluded that we will not be able to install bracing to the level of the City's expectation and are therefore moving to demolish the Southern Building addressed as 3000 Jackson. Attached you will find the removal diagrams that depict the building that will be demolished. We have submitted our 10-day notification to the DNR for the asbestos abatement and have that scheduled to proceed in two weeks. As you know, I bought this building after the initial collapse and essentially saved the City $3mm of demolition costs that they would have never been able to recover from the previous owner. The collapsed debris and dust contained asbestos and was a public hazard to the neighbors. The removal costs were high. The City had agreed to reimburse $500,000 of demolition expense. The City paid that but subsequentially took that money back since the timelines of the Development Agreement were not met. Frankly these timelines did not align with the Federal and State Historic process and applicable grant schedules. When the City pulled that $500,000 back it delayed the project an additional several years as the resources for the project were gone. This delay simply exacerbated the degradation of the building. I would like to propose that the City invest $500,000 into the demolition of this building and tie it only to the demolition. We intend to apply for grants to try to move forward with the redevelopment of the 3040 building and hope to be able to present an incentive request to the city for that project that can be tied to the development of that project specifically. The application for the 9% LIHTC is due April 10, so this is our next step in the financing process. it is regretful that we have to demolish this portion of the historic structure. We feel doing this selective demolition will allows us to save the 3040 building with your help in partnership with the City of Dubuque. Thank you for your consideration, SLE Stephen L.
