Chief of Police Kim Wadding is recommending City Council approval of an agreement
between the City of Dubuque Police Department and the Dubuque Community School
Distdct regarding the duties and responsibilities of the School Resource Officers.
Additionally, the agreement outlines the financial support from the Dubuque Community
Schools to the City of Dubuque for SRO services.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of the memorandum is to seek approval of an agreement between the City
of Dubuque Police Department and the Dubuque Community School District regarding
the duties and responsibilities of the School Resource Officers.
BACKGROUND
The police department and the Dubuque Community Schools continue to work closely
in providing a strong relationship between the school and police through the Dubuque
Police School Resource Officer program. Currently the police department dedicates
three full-time police officers to the Dubuque Community School District throughout the
school year. Although funded in part by a Department of Justice COPS (Community
Oriented Policing) grant, the Dubuque Community Schools provides matching funds.
For FY2004, those funds are in the amount of $$36,224.05.
DISCUSSION
The purpose of the agreement is to define the role of the police department in providing
school resource officer services to the elementary, junior high, and senior high schools.
Additionally, the agreement outlines the financial support from the Dubuque Community
Schools to the City of Dubuque for SRO services.
ACTION REQUESTED
To seek City Council approval of the agreement between the Dubuque Community
School District and the police department and to sign the attached document.

The Dubuque Community School District and the City of Dubuque, having a strong desire
and commitment to continue the services of the School Resource Officers ("SRO officers"),
enter into the following cooperative agreement:
This "Cooperative Agreement", this day of October, 2003, by and between the City
of Dubuque hereinafter referred to as "The City" and the Dubuque Community School District
hereinafter referred to as "The School District" defines the role in providing services to the
elementary, junior high, and senior high schools.
The SRO officers will:
1. Act os liaison between the law enforcement community and the school.
Maintain campus awareness, identify imminent problems and serve as safety consultant for
theschool.
3. Visit classrooms.
4. Make presentations and answer questions.
]:nform school officials and staff of current police involvement with students and/or
student's families.
Tnvestigate appropriate cases involving students at victims or suspects except those cases
handled by a specialized unit.
7. Assist with prevention patrol for students eh-route to and from school.

Take appropriate action or on-site occurrences including but not limited to: fights,
vandalism, theft, accidents, traffic violations, disorderly conduct, narcotics offenses,
weapons, unauthorized persons on school property, other occurrences os appropriate.
9. Assist with in-servicing other school security staff.

Interact with patrol and investigative divisions on matters of mutual concern including but
not limited to: indecent exposure, gang activity, traffic hazards, sex offenses, suspicious
persons, other matters and as appropriate.
11. Attend school staff and faculty meetings and training sessions when requested.
12. Act as a resource person to school staff.
13. Attend school-sponsored extra-curricular activities when requested.
14.
]~nteract with students to promote and reinforce basic life skills, self-control and
accountability.
Maintain confidential records on student contacts.
16.
Maintain working knowledge of School Board policies, school Administrative Regulations
and Student Handbooks.
17. Conduct other duties as assigned.

Hours and work day will be determined by building schedule and extra-curricular activities.
Uniform will be worn at the discretion of the officer.
The School District will provide financial support to the City for partial salary of one SRO officer
in the amount of Thirty Six Thousand Two Hundred Twenty Four Dollars and Five Cents
($36,224.0§). However, three SRO officers will be assigned to the School District.
Provider invoice to the School District by November 14, 2003.
School District payment to Provider by December 12, 2003.
Amount due is §0% of the Agreement.
Provider invoice to the School District by April 23, 2004.
School District payment to Provider by May 14, 2004.
Amount due is 50% of the Agreement.
Either the School District or the City may cancel this agreement, for cause, by giving the other
party written notice of intent to cancel said agreement at least ten (10) working days prior to the
proposed beginning date of each semester segment. Tt is further provided that either party may
cancel under emergency or exigent circumstances by providing written notice of intent to cancel
said agreement at least ten (10) days prior to the proposed date of cancellation.
Matters not covered by the provisions of this agreement may be settled by mutual agreement of
the parties to this Agreement.
