On behalf of the officers and member cities of the National League of Cities (NLC),
I congratulate your city of Dubuque in wiun'mg Honorable Mention in the
Partnership category, population 50,000 200,000, of the 2003 Economic
Development Awards presented by the International Economic Development
Council.
Your city illustrates the difference in what local government can accomplish in
improving services to cities in the United States. The National League of Cities will
use Dubuque's America's River as an exemplary initiative when other cities are
looking for best practices.
EaCh year the National League of Cities invites municipalities to exhibit successful
programs in the NLC City Showcase the Congress of Cities conference. The
application deadline for 2003 has passed, but we will mail you an application for the
2004 City Showcase to take place in Indianapolis, Indiana, when they become
available. The City Showcase is an opporttmity to display your accomplishment for
officials from other cities. I hope you will seriously consider applying.
I am continually impressed with the dedication andcommitment that programs such
as this require. Please extend my congratulations to all who have participated in this
successful program.

The Iowa Ready Mixed Concrete Association is pleased to inform you that the Mississippi
Riverwalk Phase II project in Dubuque has been selected as the recipient of the Recreational
Trails/Golf Cart Paths Category Award for 2003. The Excellence in Concrete Awards will be
presented during the luncheon at Iowa's Better Concrete Conference on November 6, 2003. The
Conference is held at the Scheman Center on the Iowa State University Campus in Ames. A
conference brochure is included for your information.
APEX Concrete nominated the project for consideration by a panel of the industry judges. On
their behalf, the Association is now inviting everyone involved: owners, architects, engineers,
and conUcactors to share in the honor of the awards presentation. The Iowa Ready Mixed
Concrete Association will also provide One complimentary luncheon ticket for your firm in
appreciation for the commitment to an awards winning concrete project.
If you would like to attend the entire conference, we ask that you forward the completed
enclosed registration form and conference fees 0ess one lunch of $15) to our office. We will
then add the lunch payment and deliver the registration to Engineering Extension at Iowa State
University. To allow this to happen, it will be necessary that you complete the attached form and
return it the IRMCA office no later than November 4, 2003.
