Van Milligen City Manager FR: Jeremy Jensen Chief of Police MEMORANDUM RE: Request for Work Session: Secondary Responder INTRODUCTION: The purpose of this memorandum is to request a work session for the City Council reference to update them on the Secondary Responder initiative. BACKGROUND: In the fall of 2022, the City Council requested staff to come up with an initiative that comprehensively addressed brain health and unhoused issues. In the winter of 2023, the City's Internal Working Group (IWG) was resurrected and given new direction. The IWG consists of staff members from various City departments that address complex problems using the various "lenses" of those departments. Additionally, in the summer of 2023, the Dubuque Police Department's Critical Incident Team (CIT) became fully staffed with two officers and a civilian law enforcement liaison. Their primary mission is to address the brain health issue. ACTION REQUESTED: I am respectfully requesting a City Council work session on March 18, 2024, at 5:45 PM. 1
