No. STP-ES-2100 (619)-81-31 Public Works Director Mike Koch is recommending acceptance of the construction contracts associated with the Woodward Museum - 2002 Renovations Project, Contract No. 1 - Masonry Tuckpointing, as completed by Alan Jackson Tuckpointing, in the final contract amount of $79,579.50; Contract No. 4 - HVAC, as completed by Giese Sheet Metal Company, in the final contract amount of $35,550; Contract No. 5 - Plumbing and Sprinkler, as completed by Tri-State Automatic Sprinkler, in the final contract amount of $58,464; and Contract No. 6 - Electrical, as completed by Giese Sheet Metal Company, in the final contract amount of $32,930. The final contact amount for Contract No. 1 - Masonry Tuckpointing was $79,579.50, which was a 34% increase from the original contract amount of $59,499, due to change orders to the original project scope of work to remove, replace and repair additional extedor masonry fagade and mortar joints encountered during renovation of the historic freighthouse structure. The final contract amount for Contract No. 4 - HVAC was $35,550, which was a 49% increase from the original contract amount of $23,900, due to change orders to the odginal project scope caused by the unanticipated failure of the existing HVAC condenser and subsequent replacement with a new unit. No. STP-ES-2100 (619)--81-31 INTRODUCTION The enclosed resolutions provide for the acceptance of the completed construction contracts associated with the Woodward Museum - 2002 Renovations Project, Contract No.1 - Masonry Tuckpointing; Contract No.4 - HVAC; Contract No.5 - Plumbing & Sprinkler; Contract No.6 - Electrical. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $629,121 awarded by the Iowa Department of Transportation (iowa DOT) for the Woodward Museum - 2002 Renovations Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa DOT will allow local bidding of an TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this, the Woodward Museum - 2002 Renovations Project was separated into six (6) individual projects. The Woodward Museum 2002 Renovations Project, Contract No.1 Masonry Tuckpointing, included the removal of the existing painting signage, tuckpointing of the existing bdck and the replacement of damaged masonry units. Contract No.4 - HVAC, included modifications to the existing equipment and controls to assist in controlling the humidity levels throughout the structure. Contract No.5 - Plumbing and Sprinkler, included the installation of a fire sprinkler system throughout the building and the removal of existing plumbing fixtures in one of the existing restrooms. Contract No.6 - Electrical, included the installation of a new smoke and heat detection system throughout the building including the attic space and the associated modifications to the electrical circuitry.. DISCUSSION Contract No.1 - Masonry Tuckpointing, has been completed by Alan Jackson Tuckpointing of Dubuque, Iowa, in the final contract amount of $79,579.50, which is a 34% increase from the original contract amount of $59,499. The reason for the increase in cost associated with Contract No.1 - Masonry Tuckpointing, resulted from change orders to the original project scope of work to remove, replace and repair additional exterior masonry fa(;ade and mortar joints encountered during renovation of the historic freighthouse structure. Contract No.4 - HVAC, has been completed by Giese Sheet Metal company of Dubuque, Iowa, in the final contract amount of $35,550.00, which is a 49% increase from the original contract amount of $23,900. The reason for the increase in cost associated with Contract No.4 - HVAC, resulted from change orders to the original project scope of work due to the unanticipated failure of the existing HVAC condenser and subsequent replacement with a new unit. Contract No.5 - Plumbing and Sprinkler, has been completed by Tri-State Automatic Sprinkler of Davenport, Iowa, in the final contract amount of $58,464.00. Contract No.6 - Electrical, has been completed by Giese Sheet Metal Company of Dubuque, Iowa, in the final contract amount of $32,930.00, which is a 3% increase from the original contract amount of $31,940. RECOMMENDATION I would recommend that the City Council accept the improvements and recommend that the final contract amounts be established at $79,579.50 for Contract No.1 Masonry Tuckpointing; $35,550.00 for Contract No.4 - HVAC; $58,464.00 for Contract No.5 - Plumbing & Sprinkler and $32,930.00 for Contract No.6 - Electrical, associated with the Woodward Museum - 2002 Renovations Project. BUDGET IMPACT The available funds for the Woodward Museum - 2002 Renovations Project is $898,744. The six (6) individual contracts awarded for the project total $383,083 (including approved change orders). The Dubuque County Historical Society has a TEA-21 Grant awarded by the Iowa Department of Transportation in the amount of $629,121 for the project. The multiple contracts will be funded with 30% Dubuque County Historical Society funds and 70% State/Federal funds and up to the maximum grant amount. The City is the sponsor of the TEA-21 Grant but will not have any funds contributed to the project. The following is a project cost summary of the completed construction contracts for the Woodward Museum - 2002 Renovations Project.
