Request for Proposals were issued for the engineering services to design and bid the
opening of the Town Clock Plaza.
Public Works Director Mike Koch is recommending the selection of the Durrant Group to
provide those services.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RFP for Preparation of Construction Drawings for the Opening of Main
Street from 5th to 9th Street
BACKGROUND
At the City meeting of January 17, 2000, the City Council directed staff to prepare a
Request for Proposals (RFP) to architectural and engineering firms to study the opening
of Main Street from 5th to 9th Street, through the Town Clock Plaza.
Upon review of the proposals, which were received on July 14, 2000, the RFP staff
committee selected the Durrant Group to prepare the conceptual drawings for the
opening of Main Street.
DISCUSSION
At the City Council meeting of April 16, 2001, the City Council made a determination
that Main Street should be open to traffic from 5th to 9th Street. They further directed
staff to send a Request for Proposal to vadous consulting, engineering, and
architectural firms to perform the actual design plans for the opening of the Plaza.
Proposals were received until May 25, 2001. Only two proposals were received-one
from The Durrant Group and the other from WHKS & Co.
The review committee which consisted of Dan LoBianco, Dubuque Main Street, Ltd.,
Cindy Steinhauser, Assistant City Manager, Ken TeKippe, Finance Director, Michael
Felderman, Civil Engineer, and myself have all reviewed both of the proposals and have
ascertained that the better firm for the project design as requested would be The
Durrant Group. The committee felt there was no need to interview the consultant firms
because the scope of services was laid out with traditional design, incorporating the
comments of the property owners and the general public that have been received from
the public when the "open" plaza was discussed. The costs submitted with the
proposals were opened and read as follows:
The Durrant Group $181,000 - $221,000'
WHKS & Co. $192,000'*
* Range is based upon the level of inspection that the City may desire of the
consulting firm. This work would be completed on an houdy basis.
** Inspections fees to be determined at a later date.
RECOMMENDATION
The review committee recommends that the City Council award the design contract to
The Durrant Group. The Durrant Group has a detailed knowledge of the Plaza because
they are tenants in the area and have a first-hand understanding of the needs of the
downtown and how the Plaza currently functions; this was clear in the earlier preliminary
design contract with Durrant. Both firms are very competent to do the work, but there
was a slight leaning of the committee members for The Durrant Group as having a
better understanding of the needs of the Plaza. The Durrant Group proposal is also
$11,000 less than WHKS.
Because there has been an overwhelming public participation to the process of studying
both options for the mall to date, the public input sessions will be more limited than
previous studies. The proposed contract with The Durrant Group provides for a public
meeting at approximately 40 percent of the design being complete, with a second
information meeting at approximately 90 percent completion of the plans. Meeting with
the City Council would also be held at these times.
The schedule is to have the final design plans, presentations, and cost estimates
completed by November 1, 2001. The anticipated bid-letting for the project is
December, 2001, with the award of a contract on December 17, 2001.
ACTION TO BETAKEN
The Committee recommends that the City Council award the contract for the
preparation of construction drawings for the opening of Main Street from 5th to 9th Street
to The Durrant Group.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
preparation of construction drawings for the opening of Main Street from 5th to 9th Street.
Whereas, said sealed proposals were opened and read on the preparation of
construction drawings for the opening of Main Street from 5t~ to 9th Street and it has
been determined that the bid of The Durrant Group of Dubuque, Iowa, was the lowest
bid for the furnishings of all labor and materials and performing the work as provided for
in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to The Durrant Group
and the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete performance of the work.
