Koch, Public Works Director SUBJECT: Burlington Northern Railroad Depot Restoration Project Iowa DOT No. STP-E-2100 (618)--8V-31 INTRODUCTION The enclosed resolutions provide for the acceptance of the completed construction contracts associated with the Burlington Northern Railroad Depot Restoration Project, Contract No.13 - HVAC and Contract No.14 - Plumbing. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $444,050 awarded by the iowa Department of Transportation (iowa DOT) for the Burlington Northern Railroad Depot Restoration Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa DOT will allow local bidding of an TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this, the Burlington Northern Railroad Depot Restoration Project was separated into eight (8) individual projects. The Burlington Northern Railroad Depot Restoration Project, Contract No.13 - HVAC, included the heating, ventilation, and the air conditioning necessary for the building. Contract No.14 - Plumbing, included the piping and fixtures necessary for the plumbing within the building. DISCUSSION Contract No.13 - HVAC, has been completed by Geisler Brothers Company, of Dubuque, Iowa, in the final contract amount of $110,021.67. Contract No.14 - Plumbing, has been 'completed by Modern Piping, Inc. of Dubuque, Iowa, in the final contract amount of $39,583.00. RECOMMENDATION I would recommend that the City Council accept the improvements and recommend that the final contract amounts be established at $110,021.67 for Contract No.13 - HVAC and $39,583.00 for Contract No.14 - Plumbing, associated with the Burlington Northern Railroad Depot Restoration Project. BUDGET IMPACT The available funding for the Burlington Northern Railroad Depot Restoration Project is $555,062. The eight (8) individual contracts awarded for the project total $517,398 (including approved change orders). The Dubuque County Historical Society has a TEA-21 Grant awarded by the Iowa Department of Transportation in the amount of $444,050 for the project. The multiple contracts will be funded with 20% Dubuque County Historical Society funds and 80% State/Federal funds and up to the maximum grant amount. The City is the sponsor of the TEA-21 Grant but will not have any funds contributed to the project. The following is a project cost summary of the completed construction contracts for the Burlington Northern Railroad Depot Restoration Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE iT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor in the amount equal to the amount of his contract, less any retained percentage provided for therein, and the City shall be reimbursed in the amount of 20% of said contract amount from the Dubuque County Historical Society and 80% of said contract amount from the Iowa Department of Transportation, TEA-21 Grant.
