Koch, Public Works Director SUBJECT: Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project Iowa DOT No. STP-E-2100 (629) - - 81- 31 INTRODUCTION The enclosed resolutions provide for the acceptance of the completed construction contract associated with the Mississippi River Discovery Center (MRDC) Wetland Site Package II, Interior Walkways Project, Contract No.4 - Electrical. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $169,323 awarded by the Iowa Department of Transportation (Iowa DOT) for the MRDC Wetland Site Package II, Interior Walkways Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa Department of Transportation will allow local bidding of a TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this, the MRDC Wetland Site Package [I, Interior Walkways Project was separated into four (4) individual projects. The MRDC Wetland Site Package II, Interior Walkways Project, Contract No.4 - Electrical, included the Installation of lighting, convenience receptacles and rough-in of all power and control wiring for the interior walkways. DISCUSSION Contract No.4 - Electrical, has been completed by Paulson Electric Company of Dubuque, Iowa, in the final contract amount of $24,238.00. RECOMMENDATION I would recommend that the City Council accept the improvements and recommend that the final contract amounts be established at $24,238.00 for Contract No.4 - Electrical for the MRDC Wetland Site Package II, Interior Walkways Project. BUDGET IMPACT The available funds for the MRDC Wetland Site Package II, Interior Walkways Project is $211,654. The four (4) individual contracts awarded for the project total $192,680 (including approved change orders). The Dubuque County Historical Society has an TEA-21 Grant awarded by the Iowa Department of Transportation in the amount of $169,323 for the MRDC Wetland Site Package II, Interior Walkways Project. The projects will be funded with 20% Dubuque County HistOrical Society funds and 80% State/Federal funds up to the maximum grant amount. The City is the sponsor of the grant but will not have any funds contributed to the project. The following is a project cost summary of the completed construction contracts for the MRDC Wetland Site Package II, Intedor Walkways Project: Estimate Bid Final Contract No.4 - Electrical: $ 34,595 $ 24,238 $ 24,238 Total Project Cost: $ 34,595 $ 24,238 $ 24,238 The project funding for the MRDC Wetland Site Package II, Interior Walkways Project is as follows: Dubuque County Historical Society (20% Match) Iowa DOT TEA-21 Grant (80%) $ 4,848 19,390 Total Project Funding $ 24,238 ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final contract amount for Contract No.4 - Electrical for the Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project. Walton, P.E., Local Systems Engineer, IDOT RESOLUTION NO. 431-03 ACCEPTING IMPROVEMENT Whereas, the contract for the Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project - Contract No. 4 - Electrical has been completed and the City Manager has examined the work and filed his certificate stating that the same has been completed according to the terms of the contracts, plans and specifications and recommends its acceptance. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvements be and the same are hereby accepted. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor in the amount equal to the amount of his contract, less any retained percentage provided for therein, and the City shall be reimbursed in the amount of 20% of said contract amount from the Dubuque County Historical Society and 80% of said contract amount from the Iowa Department of Transportation, TEA-21 Grant. T/e ~u~, Mayor RESOLUTION NO. 432-03 FINAL ESTIMATE Whereas, the contract for the Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project - Contract No. 4 - Electrical has been completed and the City Engineer has submitted his final estimate showing the cost thereof including the cost of estimates, notices and inspection and all miscellaneous costs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $24,238.00 and the said improvement shall be paid by the City as provided for therein, and the City shall be reimbursed in the amount of 20% of said contract amount from the Dubuque County Historical Society and 80% of said contract amount from the Iowa Depar[ment of Transportation, TEA-21 Grant.
