Since 1987, the City has charged Four Mounds Foundation with full financial and liability responsibility for the property. We fully support their efforts to fundraise for the property and carry out their mission of preserving the property and making it available to the public for educational purposes. This partnership was a creative and successful solution to a challenge that was posed to the City, that is, how to find an effective means for financially managing, maintaining and making available to the public this large gift of real estate that was donated to the City by Elizabeth Burden in 1982. The City of Dubuque and the Four Mounds Foundation have enjoyed a positive relationship since the foundation was formed. The Foundation has raised over $3 million since its inception, which has been used to positively affect the lives of our community's at-risk youth through its Youth Empowerment Services (Y.E.S.) program; to preserve the natural, architectural and cultural resources that make up Four Mounds; and to make these resources available to the public in a variety of Iow-impact uses. As well, it has garnered over $1.4 million through in-kind donations, volunteer hours, and donated goods. All this comes at no cost to the City of Dubuque or its taxpayers. The City commends Four Mounds for its work with at-risk youth through Y.E:S. Four Mounds is open to the public as a City park, where visitors may enjoy the natural, architectural, historical and archeological resources found there. Sincerely yours, TMD:jh Terrance M.
