Van Milligen, City Manager SUBJECT: Resolution Approving Submission of Vision Iowa Application Economic Development Director Bill Baum recommends City Council approval of the submission of a Vision Iowa application in the amount of $3.6 million for a Baseball Stadium. At the October 6, 2003 City Council meeting, Katie Krieg, President of Dubuque Initiatives advised the Council of the proposal of Michael Gartner to move a Class A Minor League professional baseball team to Dubuque. The team is currently located in Battle Creek, Michigan. Dubuque Initiatives presented the City Council with the results of a feasibility study completed by CSL International concerning minor league professional baseball in Dubuque. Additionally, Dubuque Initiatives presented a study completed by HOK Sports, which provided proposed layouts of the stadium, and preliminary cost estimates. Based on the positive results of the two studies, Dubuque Initiatives recommended the City Council proceed with the financing of a new baseball stadium in the Port of Dubuque, including the submission of an application to the State of Iowa for Vision Iowa funds in the amount of $3,600,000. The Dubuque Area Chamber of Commerce Board of Directors has voted to support bringing professional baseball back to Dubuque. The Dubuque County Board of Supervisors has voted to support this project with a $700,000 commitment to help build a stadium. RECOMMENDATION I recommend the City Council adopt the resolution approving the submission of a Vision Iowa application, and authorize the Mayor to sign the application and Notice of Intent to Apply. F:\USERS\WBaum~Baseball\Memo to Mike for council on Vision Iowa.doc RESOLUTION NO. 448-03 A RESOLUTION AUTHORIZING THE FILING OF A VISION IOWA APPLICATION AND COMMITTING THE LOCAL MATCH FOR THE PROJECT Whereas, the City Council of Dubuque, Iowa has identified the redevelopment of the Port of Dubuque as a high priority, and Whereas, the Riverside Baseball, LLC has announced their intention to locate a minor league professional baseball team in Dubuque, subject to the execution of a lease agreement for a new baseball stadium; and Whereas, Dubuque Initiatives, a private, non-Profit corporation whose mission is the redevelopment of Downtown Dubuque, has completed a feasibility study, preliminary cost estimates, and schematic layouts of a baseball stadium on property in the Port of Dubuque; and has recommended a financing plan to the City, including Vision Iowa funding; and Whereas, the Iowa Legislature has created the Vision Iowa program, which supports projects that expand the cultural, recreational, and entertainment opportunities in the state; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the filing of an application for $3,600,000 for Vision Iowa funding for a new baseball stadium project is hereby approved. Section 2. Section 3. That the City assures that balance of the funding required for the baseball stadium project will be arranged for and provided by the City.
