INTRODUCTION
The purpose of this memo is to provide information regarding the City of Dubuque's 2023
Carbon Disclosure Project score.
BACKGROUND
The International Council for Local Environmental Initiatives (ICLEI) in partnership with
the Carbon Disclosure Project (CDP) hosts a program which originated in Europe that is
considered the gold standard for reporting greenhouse gas (GHG) emissions and climate
change related risk. The Carbon Disclosure Project currently has over 700 international
cities as well as the world's largest publicly traded companies who have committed to
measuring GHG emissions and adaptive measures through this program.
When ICLEI first launched this program in the U.S., the city of Dubuque was selected as
one of the 30 communities to serve in the pilot program. The scorecard helps us to share
the work we've done as well as compare ourselves to others in our region and worldwide.
DISCUSSION
CDP recently announced the 2023 scores, and the City of Dubuque scored an A- (A
minus) — Leadership level (details in the attached scorecard). While reporting is
encouraged, free, and essential for communities striving to improve their climate action
goals, a considerable amount of staff time was committed to collecting data and
completing the report. Reporting is in accordance with our 50% by 2030 Plan, illustrating
our actionable initiatives aimed at creating a community that is more equitable,
environmentally conscious, and economically strong.
We recently had a meeting with Camilla Kapustina, a representative from CDP, regarding
our 2023 scoring. She provided guidance on areas to focus on within our 2024 report and
reminded us of the significance of choosing a Science -Based Target. Dubuque's 2023
score reflects the ongoing efforts to maintain and improve our score from years before. A
notable criterion we fulfilled within our 2023 report pertains to our Greenhouse Gas
Inventory section, where we demonstrated improvements compared to the previous
year's reports and presented a comprehensive GHG inventory. One area that requires
our attention is identifying a Science -Based Target related to our GHG reduction target.
Without adopting a Science -Based Target for GHG emissions reduction we cannot
achieve an A rating.
