INTRODUCTION
The purpose of this memorandum is to request City Council approval to distribute a Request for
Qualifications (RFQ) for environmental engineering services for the construction of the Iowa
Amphitheater on Schmitt Island Project (IASIP).
BACKGROUND
The City of Dubuque has previously applied for and been awarded a Destination Iowa Outdoor
Recreation Fund grant administered by the Iowa Economic Development Authority (IEDA). On
March 10, 2023 the City was notified of the grant award by IEDA and that the amount of grant
funding would be $3,000,000 of the total project cost of $15,442,961.
In May of 2023 a Request for Qualifications (RFQ) was issued to select the prime architect for
the amphitheater project. As a result of that process RDG Planning & Design Inc. of Des
Moines, IA (RDG) was selected to lead the amphitheater project. Over the past 6-months RDG
has completed the discovery, programming, and space analysis phase and is now starting work
on the schematic design phase. Now that the technical design work has started, the city needs
to obtain the services of an environmental engineer to provide contaminated soil and
groundwater handling technical information to RDG.
DISCUSSION
As part of the scope of work for this project, the selected environmental engineer will conduct a
thorough analysis of the project site, evaluate soil and groundwater conditions, prepare
construction bid documents for the proper handling and disposal of any identified contaminated
soils or groundwater to ensure they are handled in accordance with applicable federal and state
laws. During the construction phase the environmental engineer will also provide technical field
inspection services, and create an environmental health and safety plan to inform city staff,
design consultants, and contractors of proper protocols and procedures related to working
around identified contaminated materials at the project site.

The schedule for the RFP distribution and consultant selection is as follows:

Response Due Date February 21, 2024
Consultant Interviews February 26-March 1, 2024
Recommendation to the City Manager March 6, 2024
The recommend RFQ review committee for the submitted proposals is as follows:

RECOMMENDATION
It is recommended that the City distribute the Iowa Amphitheater on Schmitt Island Project
Environmental Engineer RFQ and solicit proposals from qualified consultants to provide the
stated professional services.
BUDGETIMPACT
The estimated cost for consulting services associated with this project is estimated to be
between $35,000 - $75,000. This work will be funded from the Chaplain Schmitt Island — Iowa
Amphitheater CIP (Project Code: 3049900010).
ACTION STEP
I respectfully request authorization to release the RFQ for professional environmental
engineering services for the Iowa Amphitheater on Schmitt Island Project and that the City
Manager be authorized to negotiate and execute an agreement with the recommended
consultant.
