Van Milligen - City Manager FROM: Steve Sampson Brown - Project Manage Dubuque All -America CIO �i 2007-2012.2013 2017*2019 SUBJECT: Bee Branch Blum Site Brownfield Clean Up & On -Call Environmental Engineering RFQ - Request to Distribute RFQ and Create an RFQ Review Committee Project Code 5586500013-303 DATE: January 30, 2024 INTRODUCTION The purpose of this memorandum is to request City Council approval to distribute a Request for Qualifications (RFQ) for environmental engineering services and brownfield redevelopment planning at the Blum site. This RFQ will also provide for city-wide environmental engineering on -call professional services for a term of three to five years related to: capital improvement projects, environmental site assessments in support of property acquisitions, contaminated soil and groundwater management, environmental health and safety planning, hazardous materials emergency response, and site -specific hazardous materials handling education for city staff and contractors. BACKGROUND As part of the City's Bee Branch Watershed Flood Mitigation Project the Blum Site has been identified as future public space adjacent to the Lower Bee Branch Creek. In support of this phase of the project, the City has acquired the the Blum site which is the former location of a scrap yard and recycling facility. In December 2023 the City of Dubuque was notified by the USEPA that it had fully met the obligations of the two previously on -going USEPA Brownfields Clean-up Grants at this location. As a requirement of receiving the grants, the West Blum Site was required to be enrolled in the Iowa Department of Natural Resource's Land Recycling Program. While a significant portion of the Blum Site was remediated under the USEPA grants some work still remains. DISCUSSION Under this RFP's scope of work for the Blum Site the selected consultant will prepare construction bid documents as needed for the remediation of contaminated building materials or on -site soils to ensure they are handled in accordance with applicable federal and state laws. Additional work at the Blum Site will involve helping the city Page 1 of 3 move this project location through the completion of the IDNR Land Recycling Program as funding allows. Since the Land Recycling Program evaluation process focuses on the intended future use of the site, brownfield redevelopment planning is also included in the scope of work. Beyond the Blum Site work, the City's environmental engineering services on -call contract which started in 2018 is past its five-year contract term and new proposals need to be solicited. Having this on -call contract in place has proved to be valuable to the City. It has allowed Phase 1 and Phase 2 environmental assessments to be completed more rapidly which has help to expedite the time it takes to complete property acquisitions. Cost savings on capital projects have also been realized due to the ability of having one consulting firm be able to mobilize staff and testing equipment to multiple project sites during one site visit to Dubuque. This RFQ proposes an initial three-year contract for on -call services, with the City having the option for two additional one-year extensions. The schedule for the RFQ distribution and consultant selection is as follows: RFQ Release to Public February 7, 2024 Response Due Date March 1, 2024 Consultant Interviews March 18-22, 2024 Recommendation to City Manager April 4, 2024 The recommend review committee for the submitted proposals is as follows: • Deron Muehring - Water & Resource Recovery Center Director • Wally Wernimont - Planning Services Manager • Jill Connors - Economic Development Project Coordinator • Temwa Phiri — Community Engagement Coordinator • Jared Charland — Project & Facilities Manager • Steve Sampson Brown - Project Manager RECOMMENDATION It is recommended that the City distribute the Bee Branch Blum Site Brownfield Clean Up & On -Call Environmental Engineering RFQ and solicit proposals from qualified consultants to provide the stated professional services. BUDGETIMPACT Consulting services associated with the West Blum Brownfield Clean Up Project and on -call consulting service work performed on individual capital projects will be recharged to those projects, with the scope and fee to be negotiated for each project, as funding becomes available. ACTION TO BE TAKEN I respectfully request authorization to release the RFQ for professional services for the Bee Branch Blum Site Brownfield Clean Up & On -Call Environmental Engineering Project and that the City Manager be authorized to negotiate an agreement with the recommended consultant.
