Background The annual report is a form submitted by all Iowa CLGs to the State Historical Society of Iowa (SHSI). Under the CLG agreement with the State, the Historic Preservation Commission is responsible for submitting an annual report that summarizes the City of Dubuque's historic preservation work and accomplishments. This report and workplan are requirements of maintaining the City of Dubuque's Certified Local Government (CLG) status. The workplan helps guide the Commission's work, and it defines priorities as we write grants to do the work required as a CLG. The workplan has two goals: Survey & Registration Projects and Outreach & Education. This workplan relates to a $10,000 annual budget request for seed funding utilized to garner grants that support survey and education work taken on by the Commission. In recent years we have had multiple grant projects at one time including the Black Heritage Survey and the survey of two 20t" Century Neighborhoods: Deereville and Voelker Highlands. Recommendation Staff recommends review and approval of the CY2023 CLG Annual report for submission to the State Historic Preservation Office (SHPO). This report includes a recommendation from the HPC to include the draft HPC Workplan for the CY2024, recently reviewed and voted on with unanimous support at the January 18, 2024 HPC meeting. The SHPO also requires signature by Mayor Cavanagh of the enclosed certification for the report. One special project included the Black Heritage Survey, which is HRDP funded and not yet complete, and continues through 2024. Staff have been working with our Consultant Team, which is part of a larger project team helping with the project. We also conducting two projects, which are funded through CLG grants this year: Intensive Historical and Architectural Surveys for the Deereville and Voelker Highlands neighborhoods. 7.2. Describe your communities assistance with preservation issues or projects in this calendar year. Please be specific (address(es) of the property(ies), what was the issue(s), what assistance was provided. Our staff provides services internally to many City departments, including Section 106 preparation for use of HUD funding by the Housing and Community Development Department (74 projects in total) and guidance to Leisure Services, Water, and Engineering for working with community facilities. The City has consulted with communities outside of Dubuque, sharing preservation practices and approaches with the City of Clinton. 7.3. For the Black Heritage Survey, we performed 24 individual meetings, presentations or outreach attempts. In all, 797 were reached in person and another 24,000 residents and businesses were informed of the survey through two mailings throughout the year (inclusion in other materials). The Commission continued its annual tradition of celebrating Preservation Month in May with: the City Council making a Preservation Month Proclamation; the presentation of the Commission's Ken Kringle Preservation Awards in partnership with award presentation with the Dubuque County HPC and Main Street Dubuque; partnership in assisting Heritage Works with tours in Architrek; and waiving the entrance fee for the Eagle Point Park National Register Historic District to 200 visitors on Memorial Day. 8. Were there any issues, challenges or successes your preservation commission encountered or accomplished this year? We encountered loss of a potentially eligible property at 781 Locust Street. The area was designated as part of a conservation district. The owner requested the City Council remove the entire City block from the conservation to allow for 1) the development of a new day care facility and 2) the redevelopment of the Dubuque Museum of Art Campus. The City Council saw a larger public good for both of these issues and removed the area from the Conservation District. The Historic Preservation Commission had previously found the structure eligible and denied a demolition request from the property owner. 9. What partnerships did your commission form or continue with other entities? Examples include local main street office, local school, historical society, library, museum, service club, etc. If none, enter N/A The commission and staff are assisting Heritage Works and project leader Briana Thompson as they prepare for independent outreach for the Black Heritage Survey, utilizing the findings of that work to empower Black artists perform poetry in community engagement. From our research, this is not a practice that other states have and for larger, more urban cities, it proves restrictive. When coupled with the state requirement of gender balance, sometimes we turn away volunteers. Even the requirement that we wait three months can make a volunteer feel as if they are not valued. We are in favor of the removal of this requirement of gender balance. 23. What training topic would be most helpful for your Historic Preservation Commission? We will use this information to help design the CLG Roundtable at the Preserve Iowa Summit and other training opportunities throughout the year. These three issues are ones that might easily be addressed at a roundtable discussion: 1. What kinds of special districts exist in other communities? We have conservation districts, which are overlays and are meant to prevent unnecessary demolition of historic structures, in part or in whole. 2. How communities handle demolition requests. 3. How communities handle municipal infractions or violations. 24.
