Van Milligen City Manager FR: Jeremy Jensen Chief of Police MEMORANDUM January 25, 2024 RE: 2023 Justice Assistance Grant (JAG) Acceptance of Grant Award INTRODUCTION: The purpose of this memorandum is to request City Council approval to accept the 2023 Justice Assistance Grant (JAG) The grant amount is $29,795 and requires no cash match. The grant funding period ends September 30, 2024, with the funds generally available in December of the award year. BACKGROUND: Since at least 2007, the police department has participated with the Edward Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime funds, equipment, and supplies for various prevention and enforcement activities not covered through the regular budget. Again this year, the 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local units of government with grant funds for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: • Law Enforcement Programs • Prosecution and Court Programs • Prevention and Education Programs • Corrections and Community Corrections Programs • Drug Treatment and Enforcement Programs • Planning, Evaluation, and Technology Improvement Programs • Crime Victim and Witness Programs (other than compensation) DISCUSSION: On August 7, 2023, the City Council approved the submission of the Justice Assistance grant application in the amount of $29,735, with the award pending final approval and disbursement from the Department of Justice. We have received notification the Justice Assistance Grant application was approved pending signed documentation. The funds are now available The JAG grant requires a Memorandum of Understanding between the City and the County. To accept the award and associated funds, we are instructed to complete the following: Memorandum of Understanding between the City and the County Certificate and Assurance by the Chief Executive Upon completion of these (included with this memo), the items can be returned to the police department for submission. RECOMMENDATION: It is recommended we accept the 2023 Justice Assistance Grant in the amount of $29.795, complete the award documents and return to the Police Department for submission. THE STATE OF IOWA COUNTY OF DUBUQUE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DUBUQUE, IOWA, AND COUNTY OF DUBUQUE 2023 EDWARD BYRNE JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AWARD This Agreement is made and entered into this day of , by and between the COUNTY of DUBUQUE, acting by and through its governing body, the Board of Supervisors, hereinafter referred to as COUNTY, and the CITY of DUBUQUE, acting by through its governing body, the City Council, hereinafter referred to as CITY, both of Dubuque County, State of Iowa, witnesseth: WHEREAS, the CITY is part of a disparate jurisdiction which includes the COUNTY: and WHEREAS, the CITY is the fiscal agent for 2023 JAG grant funds, with joint allocation funds awarded to the disparate jurisdiction which includes both the CITY and the COUNTY: and WHEREAS, each governing body finds that the performance of this Agreement is in the best interests of both parties, that the undertaking will benefit the public, and that the division of costs fairly compensates the performing part for the services or functions under this agreement: and WHEREAS, the CITY agrees to provide the COUNTY $0 from the 2023 JAG award for the Dubuque 2023 Law Enforcement, Prevention, Investigative, and Tactical Response Project: and WHEREAS, the CITY and COUNTY believe it to be in their best interests to reallocate the JAG funds OF $29,795.00 as per the 2023 Iowa Local JAG Allocations in support of the Municipal program.
