a resolution to set a public hearing on March 18, 2024, as required for all designated
projects receiving assistance from the State Revolving Fund (SRF) with a Finding of
No Significant Impact (FNSI). The purpose of the public hearing is to review the
Environmental Information Document (EID) which will be made available to the public
prior to the public hearing for the Private Lead Service Line Replacement Pilot
Program.

Private Lead Service Line Replacement Pilot Program
INTRODUCTION
The purpose of this memorandum is to set a public hearing as required for all
designated projects receiving assistance from the State Revolving Fund (SRF) with a
Finding of No Significant Impact (FNSI). The purpose of the public hearing is to review
the Environmental Information Document (EID) which will be made available to the
public prior to the public hearing.
BACKGROUND
On November 15, 2021, the Bipartisan Infrastructure Law (BIL) was signed by President
Biden, which includes $50 billion to the Environmental Protection Agency (EPA) to
strengthen the nation's drinking water and wastewater systems —the single largest
investment in clean water that the federal government has ever made.
The City of Dubuque has a unique opportunity to assist approximately 585 homes (owner
occupied or rented) within the City with the functional replacement of private lead water
service lines by trenching or pull -through methods to prevent the potential for drinking
water contamination at a house -by -house level. This phase of the pilot program is 100%
voluntary and is open to those residents with a verified drinking water lead service line
meeting the socioeconomic guidelines established by the Bipartisan Infrastructure Law.
The City is moving forward with this unique opportunity and has secured a level of BIL
funding to conduct the first of its kind in the community, Lead Service Line Replacement
Pilot Program. The pilot program will be conducted over three (3) phases starting in
January 2024 with the completion of all three phases no later than December 2026. The
BIL funds are being administered locally through the Iowa Department of Natural
Resources' State Revolving Fund (Iowa SRF) program, and as part of the loan process,
the project is subject to a federally required environmental review.
The environmental review is summarized in an Environmental Information Document
(EID) which is provided to the City. The EID will be made available to the public and
public comments will be submitted to SRF staff.
DISCUSSION
As part of the SRF environmental review process, a public hearing is required to
allow concerned citizens to come forward with any concerns about the potential
environmental impact of the project.
The City is required to provide adequate advance public notification of the public
hearing 30 days prior to the hearing. The public hearing notification will be advertised
in the Telegraph Herald, a locally circulated newspaper, with the public hearing
scheduled to occur during the March 18, 2024, regularly held City Council meeting.
Following the public hearing, the City will submit a record of the public hearing, the
certification of publication, and a mayor or city manager signed Environmental
Information Document (EID) to the SRF Environmental Review Specialist.
REQUESTED ACTION
I respectfully request the City Council approve a resolution to set a public hearing to
present the Private Lead Service Line Replacement Pilot Program EID, receive and
document public comment, execute the EID and submit all public comments and the
executed EID to the SRF environmental review specialist.

STATE REVOLVING FUND (SRF) LOAN - ENVIRONMENTAL REVIEW
PRIVATE LEAD SERVICE LINE REPLACEMENT PILOT PROGRAM
PRELIMINARY APPROVAL OF AN ENVIRONMENTAL REVIEW AS PROVIDED
BY SRF'S DEPARTMENT OF NATURAL RESOURCES FOR THE PRIVATE
LEAD SERVICE LINE REPLACEMENT PiLOT PROGRAM AND ORDERING
THE ADVERTISEMENT FOR PUBLIC NOTICE
Whereas, the City of Dubuque is pursuing an engineered solution to reduce
the number of private lead service lines in the City of Dubuque through an Iowa
State Revolving Fund assisted pilot program; and
Whereas, the functional replacement of lead water service lines within
Dubuque by trenching or pull -through methods is known to reduce the potential for
drinking water contamination at a house -by -house level; and
Whereas, currently, Dubuque intends on replacing approximately 585 lead
service lines in phases; and
Whereas, the City of Dubuque hired ORIGIN Design, consulting engineers
to complete planning and preparation of loan documents to secure funding for the
project, and as part of the loan process, the City is required to complete an
environmental review through public hearing.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, iOWA:
Section 1. The environmental review as provided by SRF's Department of
Natural Resources for the Private Lead Service Line Replacement Pilot
Program, is hereby preliminarily approved, and ordered filed in the office of the
City Clerk for public inspection.
Section 2. A public hearing will be held on the I W1 day of March, 2024, at
6:30 p.m. in the Historic Federal Building Council Chambers (second floor) 350
W. 6th Street, Dubuque, Iowa, at which time interested persons may appear and
be heard for or against the proposed environmental review of said Project, and the
City Clerk be and is hereby directed to cause the attached notice of the time and
place of such hearing to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall be published not less
than thirty days prior to the date of such hearing. At the hearing, any interested
person may appear and file comments on the environmental review of the Project.
Section 3. The environmental review as provided by SRF's Department of
Natural Resources for the Private Lead Service Line Replacement Pilot Program
is hereby ordered to be advertised for public hearing.

Iowa will hold a public hearing on the environmental review as provided bySRF's
Department of Natural Resources on the Roosevelt Street Water Tower project,
in accordance with the provisions of Chapter 26, Code of Iowa, at 6:00 p.m., on

PUBLIC HEARING NOTICE
The City of Dubuque will be holding a Public Hearing to review an application for a State
Revolving Fund (SRF) loan and to make available to the public the contents of an
environmental information document and the City's project plan. These documents include
design and environmental information related to the proposed improvements as part of a
Pilot- Private Lead Service Line Replacement Program.
The project consists of the functional replacement of private lead water service lines within
Dubuque by trenching or pull -through methods to prevent the potential for drinking water
contamination at a house -by -house level. At this time, Dubuque intends on replacing
approximately 585 lead service lines in three phases starting in 2024.
The purpose of this Public Hearing is to inform area residents of this proposed work, discuss
costs associated with this project, and to address citizens' concerns, if any, with the plan.
