INTRODUCTION
This memorandum provides a status update on the Dubuque Brewing and Malting project
at 3000 Jackson Street.
BACKGROUND
January 15, 2024 staff presented a memo to update the City Council providing the
following information:
A demolition permit application was sent to Zinser Construction on Friday January 5,
2024. Code Official Mike Belmont asked the owner for more information about the
demolition process, and how it will proceed. This was not provided at the time of the
update to City Council.
DISCUSSION
Since the last update, the building has been tested for asbestos and it was positive for
asbestos around pipes, which was expected. Upon the removal of the pipes by an
asbestos abatement contractor, it was noted that the mastic used to apply the cork panels
on the interior of the walls may be asbestos. It was sent to the lab for testing and came
back positive. This will require the removal of approximately 20,000 square feet equating
to 200 cubic yards of material before further demolition can occur.
As of today, the piping has been removed and the removal of the mastic/cork panels has
begun. A chute is being constructed to the interior courtyard to facilitate the removal of
the materials.
Staff require daily updates from the owner, and if they are not provided a site visit is
conducted at 3:OOpm each day. Any day which a reasonable amount of work is not
completed, and the owner is unresponsive, a municipal infraction will be issued. To date,
no municipal infractions have been issued as the demolition is meeting a reasonable
timeline based on the presence of asbestos.
It is important to note that the staff has not received the information from the owner in
regards to any request for funding assistance from the City of Dubuque. This was
requested from the owner, and the owner has not responded to this request as of this
memo.
