INTRODUCTION
The purpose of this memo is to authorize the City Manager to appoint the City staff
representative on the Catfish Creek Watershed Management Authority Board of
Directors.
BACKGROUND
The Catfish Creek Watershed Management Authority (CWMA) is an organization
assembled to tackle concerns with water quality and flooding on a watershed level.
Under Iowa law, the powers of the CCWMA are:
■ Assess the flood risks in the watershed.
■ Assess the water quality in the watershed.
■ Assess options for reducing flood risk and improving water quality in the
■ watershed.
■ Monitor federal flood risk planning and activities.
■ Educate residents of the watershed area regarding water quality and flood risks.
■ Allocate money made available to the authority for purposes of water quality and
flood mitigation.
The CCWMA was created in June of 2012 through a 28E Agreement among the City of
Dubuque, Dubuque County, City of Asbury, City of Peosta, City of Centralia, and the
Dubuque Soil & Water Conservation District. The 28E Agreement established a nine -
member Board of Directors to be comprised of representatives from the Cities of Asbury
(1), Centralia (1), Dubuque (3), and Peosta (1); Dubuque County (2); and the Dubuque
Soil and Water Conservation District (1) to serve staggered terms of 4 years.
DISCUSSION
In June of 2012, the City Council established that the three representatives to serve on
the Catfish Creek Watershed Management Authority Board of Directors from the City of
Dubuque shall consist of one staff member as recommended by the City Manager and
two qualified citizens with an application process like that of the boards and
commissions programs.
Allowing the City Manager to appoint the City staff representative to the CCWMA Board
of Directors would ensure the continuity of City staff on the CCWMA Board. Following
this approach, the City Manager could appoint both a primary director and an alternate
director. This approach would ensure City staff representation and participation at
meetings, fulfilling responsibilities even when the primary director is unavailable.
RECOMMENDATION
I recommend establishing that the City Manager has the authority to appoint the City
staff representative to the Catfish Creek Watershed Management Authority Board of
Directors.
BUDGETIMPACT
There are no cost implications associated with allowing the City Manager to select the
City staff member to serve on the Catfish Creek Watershed Management Authority
Board of Directors.
ACTION REQUIRED
I respectfully request adoption of the attached resolution authorizing the City Manager
to appoint the City staff representatives to the Catfish Creek Watershed Management
Authority Board of Directors.

RESOLUTION AUTHORIZING THE CITY MANAGER TO APPOINT CITY STAFF
REPRESENTATIVES TO THE CATFISH CREEK WATERSHED MANAGEMENT
AUTHORITY BOARD OF DIRECTORS
WHEREAS, the City Council of the City of Dubuque, Iowa entered a 28E
agreement among the Cities of Asbury, Centralia, and Peosta; Dubuque County; and the
Dubuque Soil and Water Conservation District that formed the Catfish Creek Watershed
Management Authority (CCWMA); and
WHEREAS, the 28E agreement established a nine -member Board of Directors to
be comprised of representatives from the parties to the agreement with three to be
appointed by the City of Dubuque; and
WHEREAS, the City Council established that the three representatives to serve
on the CCWMA Board of Directors from the City of Dubuque shall consist of one staff
member as recommended by the City Manager and two qualified citizens with an
application process like that of the boards and commissions programs; and
WHEREAS, allowing the City Manager to appoint the City staff representative
would better ensure the continuity of City staff on the CCWMA Board.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Authorizes the City Manager to appoint the City staff representative on the Catfish
Creek Watershed Management Authority Board of Directors.
