The proposed zone would include the Dubuque Technology Park and the Dubuque Regional Airport. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. The proposed zone would include the Dubuque Technology Park and the Dubuque Regional Airport. Background The State of Iowa recently authorized the selection of 5 new county enterprise zones. Dubuque County, working with the East Central Intergovernmental Association, has identified an area that meets the state's requirements for Enterprise Zone designation. Applications are due June 5, 2001. A letter of support approving the inclusion of property located within the corporate limits of the City, while not required, will encourage the Iowa Department of Economic Development to look favorably on the request. The benefits of Enterprise Zone status, which currently apply to existing City Enterprise Zones, will also apply to the County Enterprise Zone. These include property tax exemption, rebate of sales taxes on construction materials. investment and research tax benefits, and job training funds. The proposed property tax exemption ($1.00 per year for ten years) is the same as that adopted by the City for its Enterprise Zones. That minimum amount preserves the City's ability to use tax increment financing - for either bonding purposes or for tax abatement - to assist businesses in our urban renewal economic development districts that are located in the Enterprise Zones. Recommendation I recommend that the City support the County's application for Enterprise Zone certification in the area identified on the attached map. Action Step The action step is to adopt the attached resolution. attachments F:\USE RS~Pmyhre\WPDOCS\UR\DTP~suppodmemo.doc Resolution No. 231-01 RESOLUTION OF SUPPORT FOR DUBUQUE COUNTY'S APPLICATION TO THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT REQUESTING CERTIFICATION OF AN ENTERPRISE ZONE IN DUBUQUE COUNTY, Whereas, Dubuque County (the "County") seeks to have a portion of the county certified as an Enterprise Zone; and Whereas, portions of the zone would include property located within the corporate limits Of the City of Dubuque (the "City") and the Dubuque Regional Airport; and Whereas, the benefits of Enterprise Zone designation will encourage new industrial development opportunities in the City; and Whereas, the City wishes to support the County's application to the Iowa Department of Economic Development for Enterprise Zone designation in Dubuque County. NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF DUBUQUE, IOWA: Section 1. That the Dubuque City Council supports the County's application for Enterprise Zone designation of a portion of Dubuque County, including the Dubuque Technology Park and the Dubuque Regional Airport. Section 2. That the City Clerk is authorized to forward a copy of this resolution to the Dubuque County Board of Supervisors for submission with their application for Enterprise Zone designation.
