Van Milligen, City Manager SUBJECT: Request Approval to Hire a Temporary Summer Teen Night Supervisor Position for the 2024 Season DATE: April 30, 2024 Leisure Services Director Marie Ware is recommending City Council approval to hire a temporary Summer Teen Night Supervisor (.15 FTE) for the 2024 summer season which includes expenditures in FY 24 and FY25, This request is to approve a temporary Summer Teen Night Supervisor position. This position is not budgeted or approved for in the FY 24 or FY 25 budget. Due to the resignation of the full-time Teen Empowerment Coordinator additional assistance is needed to run the summer teen program. The total cost for the temporary Summer Teen Night Supervisor for 312 hours is $7806 ($6,640 base pay, $508 for social security, $658 for IPERS). IPERS may not apply depending upon the person selected. The vacancy savings from the Teen Empowerment Coordinator can be reallocated to fund this temporary position. The appropriate budget carryover would be performed from the savings into FY 25 at budget amendment #1. I concur with the recommendation and respectfully request Mayor and City Council approval. Ware, Leisure Services Manager Dubuque I� Z447.201 Zt2013 2017*2019 SUBJECT: Request Approval to Hire a Temporary Summer Teen Night Supervisor Position for the 2024 Season DATE: April 21, 2024 INTRODUCTION The purpose of this memorandum is to request approval to hire a temporary Summer Teen Night Supervisor (.15 FTE) for the 2024 summer season which includes expenditures in FY 24 and FY25 and provide additional information including the budget impact related. DISCUSSION This request is to approve a temporary Summer Teen Night Supervisor position. This position is not budgeted or approved for in the FY 24 or FY 25 budget. Due to the resignation of the full-time Teen Empowerment Coordinator additional assistance is needed to run the summer teen program. The recommendation for TEC was just submitted. This is to request a one-time use of savings from the TEC opening to fund this temporary position for the summer of 2024. The TEC will be new and in training. This hiring allows recruitment of a lead for the afternoon/evening teen programming this summer. This position is essential for the summer teen programming held at the Multicultural Family Center. This position would support teen night programming held June through early August and the position would be scheduled Monday to Thursday 2:00 p.m. to 8:00 p.m. and Fridays 10:00 a.m.-4:00 p.m. May 20 to August 2. The Multicultural Family Center can provide teens with field trip opportunities, bring in interactive experiences, introduce teens to community leaders, exposure to the local arts and culture and provide a safe place. Currently we have been able to support and provide recreational services to an average of 55-65 teenagers in our community weekly at no cost to the teens or families. With the continuous growth of our programming and the limitations with new staffing, this position is crucial for operations and being able to provide services. In the month of February alone, the MFC was able to provide new services and resources to 117 unique teens in our community. This growth is double past performance. These numbers are expected to increase with future programming. BUDGETIMPACT The total cost for the temporary Summer Teen Night Supervisor for 312 hours is $7806 ($6,640 base pay, $508 for social security, $658 for IPERS). RECOMMENDATION I respectfully request the approval to hire a .15 FTE temporary Summer Teen Night Supervisor (NA-25F) for the 2024 summer season to support teen night programming at the Multicultural Family Center.
