Steger, Housing and Community Development Director SUBJECT: 3000 Jackson, Dubuque Brewing and Malting Building Update DATE: May 1, 2024 INTRODUCTION This memorandum provides a status update on the Dubuque Brewing and Malting project at 3000 Jackson Street. BACKGROUND In April the Housing Department reported to the City Council significant milestones towards the demolition of 3000 Jackson Street were being met by the owner. This included mobilization of the contractor to the site, asbestos removal, additional asbestos testing, and a timeline for the start of major demolition. DISCUSSION As of the morning of May 1, 2024, the middle of the south building has been 100% demolished, the front third of the building has been brought down and the construction materials remain in a pile to be processed. The back portion of the building remains standing while the contractor prioritizes the front portion to reopen Jackson Street sooner. Additionally, the connection to the South building remains to be demolished. A different type of equipment is now required for this removal and will be available later this week. By Friday, the goal is to open the corner of Jackson and 30th Street, to improve the flow of traffic for Copper Kettle. We also anticipate the reopening of Duck Duck Drive's access on 30th Street. Jackson Street is anticipated to be fully reopened the week of May 6th. 30th Street will remain closed while the building materials are processed. This could take up to two months depending on how much material can be saved for re -use. Currently, the construction area is not large enough to salvage any more material, so the owner is pursuing the use of Dubuque Stamp Parking Lot to process those materials. Should a location not be available, the remaining construction materials will be brought to the landfill. The city is working diligently to help the owner make local contacts to save as much of the material as possible for reuse. Many questions have come in from residents about what the final product will be with this demolition. City staff have been fielding these questions as quickly as possible. The directive provided to the owner is a complete removal of the South Building (3000 Jackson Street) with the site cleared of all building materials. Based on the C-4 zoning of the property, salvaged materials can be stored neatly on pallets or stacked on the site should the owner choose to do so. The North Building (3040 Jackson Street) can remain, and the owner has not relayed any plans for that building at this time. The owner has requested an additional review of the back addition on the 3000 Jackson Street Building to see if the concrete frame of the first three floors could safely remain for a chance to rebuild. Currently, the city has not approved this request. RECOMMENDATION This memo is for information only.
