Van Milligen, City Manager FROM: Anderson Sainci, Director, Office of Shared of Prosperity and Neighborhood Support SUBJECT: Requesting a work session on the Equitable Poverty Reduction & Prevention Plan DATE: April 9, 2024 BACKGROUND In 2018, the Mayor and City Council identified reducing poverty as a top priority during their 2018-2020 goal -setting policy agenda. In 2010, poverty increased from 10% to 16% in 2019. In response, the Mayor and City Council sought out proposals through a Request for Proposal (RFP) process to hire a qualified consultant to develop an Equitable Poverty Prevention (EPP) Plan. In 2019, Public Works, LLC consultant was hired to create a robust, creative, and inclusive community engagement strategy to achieve two main goals: 1) To supplement the quantitative data with qualitative data from individuals who are living the experience of poverty in our community. 2) To identify ways to involve the community, particularly those most impacted by poverty, in the implementation strategy. On March 1, 2021, the City Council formally adopted the Equitable Poverty Reduction & Prevention Plan and created the Office of Shared Prosperity and Neighborhood Support to implement the plan. Presently, the department is staffed with four (4) full-time equivalent employees. Since the creation of the department, the team has collaborated with both public and private partners to address systemic factors perpetuating poverty among our vulnerable community members. Additionally, the department is tasked with engaging neighborhood associations and civic groups to improve neighborhoods throughout the city. DISCUSSION On June 17, 2024, Anderson Sainci, who serves as the Director of The Office of Shared Prosperity and Neighborhood Support, along with Braden Daniels, the Data Analyst and several community partners will convene to discuss with the Mayor and City Council the eight -determinants of poverty. They will also highlight various initiatives undertaken to address poverty within the city. ACTION REQUIRED I am requesting a work session at 5:15 p.m. on June 17, 2024, to update the Mayor and City Council on the Equitable Poverty Reduction & Prevention Plan. Cc. Alexis Steger, Housing & Community Development Director Braden Daniels, Data Analyst Rick Dickinson, President & CEO of Greater Dubuque Development Corporation Wally Wernimont, Planning Services Director
