Chairperson Kelly Fox called the meeting to order at 5:31 p.m. following staff assurance of
compliance with Iowa Open Meeting Law.
Commissioners Present: Dean Boles, Kelly Fox, Michelle Hinke, Dominique Jeter (virtual), Sasha
Williams (virtual), and Gabriel Mozena.
Commissioners Absent: Jerry Hammel and Julie Woodyard
Commissioner Kehoe wasn't eligible to vote because she didn't sign her Oath of Office prior to the
Commission meeting.
Staff Present: Mary Bridget Corken-Deutsch and Stacey Weeber
Public Present: Becky Bodish, Melody Kosobucki, Ursula Livermore, C. Dwight Turner, Antonio
Mouzon, Amy Kallaher, Sara Burley, and Kaitlin Schmidt.
Certification of Minutes — January 17, 2024
Commissioner Michelle Hinke motioned to approve the Minutes for the January 17, 2024,
Community Development Advisory Commission Meeting. Commissioner Dean Boles seconded.
Motion carried 5-0.
Julie Woodyard arrived at 5:38 p.m. and did not certify the minutes.
Correspondence/Public Input
There was no public input.
Old Business
There was no discussion on old business.
Reports
a) FY24 Purchase of Service Grantees
Ursula Livermore, Chief Medical Officer, from Crescent Community Health Center, spoke about
their FY24 Purchase of Service Grant, Diabetic Wound Care. She stated, Diabetic Wound Care is
saving lives and years by wound care prevention. They state there is a large reduction in
hospitalizations and amputations.
Becky Bodish, Program Manager, from Four Mounds spoke about their FY24 Purchase of Service
Grant, Build Dubuque -Youth and Adult Program. She stated, Four Mounds partners with high school
students and adults for contstruction training and tool safety. They do general contracting work in
homes. They partner with a social worker to set personal and work goals for the future.
Sara Burley, Supportive Housing and Amy Kallaher, Regional Director, from Four Oaks spoke about
their FY24 Purchase of Service Grant, Food Insecurities and Transportation. She stated, Four Oaks
has the 15th street apartments that has 36 units and houses 50-60 people. They offer bike coop,
meals every Thursday, freezer meal prep with a gifted crockpot. They have access to the food pantry
and refrigarator food as well.

Antonio Mouzon, Executive Director, from Multicultural Family Center, spoke about their FY24
Purchase of Service Grant, STEP Summer Teen Enrichment Program. He stated, MFC prepares
teens for the future by building relationships and opportunities for at risk teens. Students are able to
use as an elective course and recieve 1-4 credits through the school district.
Melody Kosobucki, Program Director, from Riverview, spoke about their FY24 Purchase of Service
Grant, Sexual Assault and Abuse Crisis Control Center. She stated, Riverview works with assault
victims to provide food, shelter, clothing, hospital visits, counseling and therapy. It is free and
confidential.
Dwight Turner, Executive Director, St. John's Almost Home, spoke about their FY24 Purchase of
Service Grant, Homeless Shelter for Men with Children. He stated, Almost Home supports homeless
men with children by teaching them parenting and life skills. They also offer housing, food and
supplies. They are trying to get the word out to promote Almost Home for more applicants.
Kaitlin Schmidt, Director of Strategic Resources, St. Mark Youth Enrichment, spoke about their FY24
Purchase of Service Grant, funding to help with staffing. She stated, St. Mark's works with K-5th at
the Boy's and Girls club. They provide kids with meals, academic time, center rotations and
social/emotional learning. Transportation is provided to the program.

New Business
a) Approve subgroup for Purchase of Services Grant review
Mary Bridget Corken-Deutsch, Community Development Specialist stated she would like to set up a
subgroup committee of three to review the Purchase of Services Grant applications. Chairperson
Fox motioned to approve Commissioner Mozena, Commissioner Hinke, Commissioner Jeter as the
subgroup to review Purchase of Services grants. Seconded by Commissioner Jeter. Motion carried
5-0. Commissioner Williams was not on the call at the time of the vote.
Information Sharing
a) FY25 Annual Action Plan Pre -Allocation with Contingency Provision Final Draft -Public
Comment
b) Budget Hearing Schedule
Corken-Deutsch stated it's 60 days to provide allocation FY25 and cannot submit the action plan
until we have the allocation and 30 days for public budget hearing for public comment.
c) Basically CDBG - Chapter 2 discussion
Kelly Fox and Dean Boles stated they really liked Chapter 2 Basically CDBG and felt it was
explained very clearly.

Adjournment
There being no further business to come before the Commission, Commissioner Kelly Fox moved
to adjourn the meeting. Commissioner Gabriel Mozena seconded. Motion passed by voice vote.
