Van Milligen, City Manager SUBJECT: Award Recording Memo 2024 ADA Sidewalk Curb Ramp Project Two DATE: May 14, 2024 City Engineer Gus Psihoyos is recommending City Council adopt a resolution awarding the construction contract for the 2024 ADA Sidewalk Curb Ramp Project Two through the adoption of the attached resolution to Midwest Concrete, Inc. in the amount of $154,422.00. The 2024 ADA Sidewalk Curb Ramp Project Two will provide for the replacement of access ramps on Fenelon Place from Burch Street to Raymond Place in conjunction with the Public Works Asphalt Overlay program at the following locations: Burch Street at Northern Alley, two single directional ADA sidewalk curb ramps. Burch Street and Fenelon Place, two single directional ADA sidewalk curb ramps. Burch Street at Southern Alley, two single directional ADA sidewalk curb ramps. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: May 13, 2024 RE: Award Recording Memo 2024 ADA Sidewalk Curb Ramp Project Two INTRODUCTION The attached resolution authorizes the award of the public improvement construction contract for the 2024 ADA Sidewalk Curb Ramp Project Two. BACKGROUND Since 1990, the City of Dubuque has installed pedestrian access ramps around the City of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian access ramps allow people with mobility difficulties to access the City's sidewalk system. The design standards for these ramps have evolved over time as more ramps have been installed and standards have changed. Since 2011, The City of Dubuque follows the Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way. These are updated standards to use for facilities in the public right-of-way and addressed issues brought up since the original ADA standards were developed. The lowa Department of Transportation has adopted the PROWAG standards. The Federal Highway Administration (FHWA) has also adopted the standards and requires all cities that receive federal funding to follow these standards. DISCUSSION The 2024 ADA Sidewalk Curb Ramp Project Two will provide for the replacement of access ramps on Fenelon Place from Burch Street to Raymond Place in conjunction with the Public Works Asphalt Overlay program at the following locations: Burch Street at Northern Alley, two single directional ADA sidewalk curb ramps. BID RESULTS The City received bids on May 3, 2024, for the 2024 ADA Sidewalk Curb Ramp Project Two. Midwest Concrete, Inc. of Peosta, IA, submitted the low bid in the amount of $154,422.00 which is 10.64% below the engineer's estimate. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Midwest Concrete, Inc. and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
