Steger, Housing and Community Development Director SUBJECT: 3000 Jackson, Dubuque Brewing and Malting Building Update DATE: May 15, 2024 INTRODUCTION This memorandum provides a status update on the Dubuque Brewing and Malting project at 3000 Jackson Street. BACKGROUND The demolition of 3000 Jackson was required due to structural issues that posed a significant risk to public safety. The City of Dubuque served the owner notice to remove the structure and work commenced at the end of April. DISCUSSION Most of the building has been demolished except for the back addition, but all materials remain onsite in a pile. Currently there is no additional room on the property of 3000 Jackson to facilitate the salvage process, so the owner has leased a site to place extra building materials. After the initial demolition, the engineer hired by the city, Mike Shimkus, evaluated the conditions of the structure. Based on recommendations in the report from the engineer, city staff served a letter to the owner Steve Emerson on May 6th that required the immediate removal of the connecting bridge to 3040 Jackson and the unstable components of the south end of the building. The deadline provided in the letter was Friday May 10t". As this deadline was not met due to the owner not authorizing work to continue until later in the week, the owner will be issued a citation on May 16t" should work not continue and all subsequent days in which the contractor does not mobilize to stabilize the remaining structure. Additionally, engineer Mike Shimkus visited the site the morning of May 15t" to evaluate the stability of 3040 Jackson Street. A header on the 3040 Jackson side of the connecting bridge was damaged during the demolition, so the city wanted to make sure that did not cause any additional instability that could be a threat to public safety for those utilizing Jackson Street. The determination was that it will not affect public safety if Jackson Street was opened. City Staff was able to mobilize and reopen Jackson Street at 5pm on May 15t". Once all unstable conditions that could threaten public safety in the Right of Way are addressed, the owner has an additional two months to complete the salvage and removal of building materials. Per zoning regulations, this site is allowed to be a construction yard. As such, salvageable materials can remain if palleted or stored properly. The owner has requested City Council consider a city contribution to the demolition project of $250,000 on May 20t" and the regularly scheduled meeting.
