City Engineer Gus Psihoyos is recommending City Council adopt the resolution
approving the plans, specifications, form of contract, and construction estimate in the
amount of$460,828.00 for bids for the North Grandview Avenue Pavement
Rehabilitation Project.
This project will include the complete removal and replacement of the concrete pavement
drive lanes and replacement with Hot Mix Asphalt pavement (HMA). The concrete curb
and gutter will remain with spot repairs occurring as needed. The ADA ramps will be
replaced and upgraded in a future project this summer.
The intent is to reconstruct the main drive lane pavement this summer while school is out
to minimize disruption as this is a main traffic corridor for north/south traffic.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum requests the City Council conduct a public hearing on for the North
Grandview Avenue Pavement Rehabilitation Project.
BACKGROUND
North Grandview Avenue from Loras Boulevard to Rosedale Avenue was last
reconstructed in 1992. Since that time, the concrete joints have become badly
deteriorated. The pavement ride is rough and city staff have received many complaints
from the public.
DISCUSSION
This project will include the complete removal and replacement of the concrete pavement
drive lanes and replacement with Hot Mix Asphalt pavement (HMA). The concrete curb
and gutter will remain with spot repairs occurring as needed. The ADA ramps will be
replaced and upgraded in a future project this summer.

The scope of the Project is as follows:
Removal of PCC pavement from the drive lanes on North Grandview Avenue from Loras
Boulevard to Audubon Street and replacement with 8" thick HMA pavement. Pavement
scarification and resurfacing of the pavement from Audubon Street to Rosedale Avenue
is also planned to occur as part of this project. Some of the major project quantities
include:
Excavation Class 10 — 990 CY
Granular Subbase — 1800 Ton
HMA Pavement — 1940 Ton
PCC Pavement Removal — 3943 SY
Milling of HMA Pavement— 2542 SY

The schedule for the project is as follows:

PUBLIC OUTREACH
Engineering staff are contacting neighboring residents in the proximity of the project
through mailings and through social media. Engineering staff will coordinate with the Jule
transit routes. Additionally, Greater Dubuque Development has been contacted about the
outreach efforts.
RECOMMENDATION
I recommend the City Council conduct a public hearing and approve the plans,
specifications, form of contract and construction estimate for the North Grandview Avenue
Pavement Rehabilitation Project.
BUDGET IMPACT
The City currently has a Pavement Rehabilitation Capital Improvement Fund which is
used for pavement rehabilitation throughout the city.
The estimate of probable cost for North Grandview Avenue Pavement Rehabilitation
Project is as follows:

NOTICE IS HEREBY GIVEN: The City Council of the City of
Dubuque, Iowa will hold a public hearing on the proposed
plans, specifications, form of contract and estimated cost for
the North Grandview Avenue Pavement Rehabilitation Project, in
accordance with the provisions of Chapter 26, Code of Iowa, at
6:30 p.m., on the 20th day of May 2024, in the Historic
Federal Building Council Chambers, 350 West 6th Street,
Dubuque, Iowa. Said proposed plans, specifications, form of
contract and estimated cost are now on file in the office of
the City Clerk. At said hearing any interested person may
appear and file objections thereto.
The scope of the Project is as follows:
Removal of PCC pavement from the drive lanes on North
Grandview Avenue from Loras Boulevard to Audubon Street and
replacement with 8 thick HMA pavement. Pavement scarification
and resurfacing of the pavement from Audubon Street to
