salvage the masonry materials from the demolition of 3000 Jackson
Street in order to donate the materials to local non-profits.

Dear Mayor Cavanagh:
As we progress with the property at 3000 Jackson and 3040 Jackson we are looking for the best
solution for both properties. 3000 has been demolished to a stable level which has removed the
immediate public hazard. We are working hard to get Jackson Street open first and then we will
progress on 30t". Matt Spahn with Dubuque Stamp has offered the use of the gravel lot for
staging, which is an incredible help. We have a couple options moving forward. One is to take
bids for buyers of the masonry materials. The other is an option presented to me by Kyle
Fitzgerald to donate the materials to local nonprofits. We would like to proceed with salvage of
all materials that can be donated to local non-profits and sold for income to support their
missions. This concept is a way to minimize the loads to the landfill and benefit nonprofits.
There is a significant cost in this approach. It is responsible, beneficial to local entities that have
a need and extremely environmentally conscious.
I am requesting the City to participate in this effort with a contribution to the salvage
companies of$250,000. This ask is far less than half of the total demolition and salvage expense
but does offer several benefits to the City. This allows the demolition to proceed and take the
building completely down without a pause as opposed to soliciting bids from salvage buyers. It
also keeps the benefits of the salvage process local to Dubuque and in the immediate
community.
