OFFICIAL NOTICE.
Notice of Special Assessment.
Notice is hereby given to all con-
cerned that a special assessment as
provided by law will be levied at a
session of the City Council of the city
of Dubuque, Iowa, to be held Thurs-
day, February 18th, 1915, to pay for
constructing a cement sidewalk
abutting Lot 13 Newberry and Hale's
Sub., Thos. R. Lee, contractor.
Amount of Special Assessment,
$73.07, same to be assessed against
the abutting property upon and along
said Lot.
And there is a plat and schedule on
file in the office of the City Recorder
of said City of Dubuque, showing the
Lot in which said improvement was
made and the separate lots and Par-
cels of ground o rspecified portions
thereof subject to assessment for
such improvement, the name of the
owner thereof as far as practicable
and the amount to be assessed against
each lot or parcel of ground, which
plat and schedule are subject to pub-
lic inspection.
And that any and all persons ob-
jecting tc said special assessment or
to said plat must file his or their ob-
jections in writing with the City Re-
corder of said City of Dubuque on or
before said session of the City Coun-
cil to be held February 18th, 1915, or
to appear at said session of the Coun-
cil to show cause, if any you have,
why said assessment should not be
levied.

Notice to Hay and Grain Dealers.
Sealed proposals will be receiveli
by the City Recorder until 8:00 p. m.
Thursday March 4th 1915, to furnish
the Fire, Police, and Street Depart-
ments of the City of Dubuque with
choice Upland Hay and choice Tim-
othy Hay and N•o, 1 White Oats, for
the term of one year from March 1915.
Such oats and hay to be delivered
in such quantities and such places as
may be ordered by the City from time
to time. All hay and oats to be weigh-
ed on the City Scales and delivered at
the expense of the Contractor . The
oats to be figured at 3 pounds to the
Bushel. Each bid must be accom-
panied by a Certified Check of $25.00
on some Dubuque Bank as a guarantee
that a contract will be entered into if
awarded. The City, Council reserves
the right to reject any and all bids.

NOTICE TO JEWELERS.
Sealed proposals will be received
at the City Recorder's office up to
8:00 o'clock P. M. Thursday, Febru-
ary 18th, 1915, to clean, oil and wind
the town clock and make such neces-
sary repairs and furnish such small
necessary materials as may be re-
quired to keep said clock in condition
and running order for the term of one
year from Fabruary 1st, 1915. Each
bid must be accompanied by a certi-
fied check of $25.00 on some Dubuque
bank as a guarantee that a contract
will be entered into if awarded.
The City reserves the right to re-
ject any and all bids.

tween the south side of Camp street

Railroad Avenue and Also for having
a switch track beginning south of Rail-
road Avenue running along said front-
age east of the manhole of the .City
sewer to the south side of Camp
street presented and read. On motion
of Ald. Singrin the petition was re-

City Council to allow him a soldier's
exemption on his taxes for the year
1914 on city lot south 25 feet 6 inches

108, presented and read. On motion
of Ald. McIntosh the prayer of the
petitioner was granted and the City
Treasurer instructed accordingly.
Petition of E. A. Gilliam asking the
City Council to grant him a partial
exemption of $400.00 on his taxes for
the year 1914 on his property known
as lot 1 of 4 of mineral lot 88, present-
ed and read. On motion of Ald. Sin-
grin the petition was referred to the
Delinquent Tax Committee.
Petition of Henry Schoenthal asking
the City Council to allow him a sol-
dier's exemption for the year 1914 on
lot 41, Reche's sub., presented, and
read. On motion of Ald. Heim the
prayer of the petitioner was granted
and the City Treasurer instructed ac-
cordingly.
Petition of Mary L. Mann asking
the City Council to order a warrant in
the sum of $23.80 drawn on the City
Treasurer to reimburse her for the
payment of taxes on lot 14 of city
lot 724, which is owned by Oscar W.
,Schaefer, and which she paid through
an error, presented and read. On mo-
tion of Ald. Wallis the petition was
referred to the City Treasurer and
City Assessor to report back to the
City Council.

assessed against his home for the year
1914 as the same was not completed,

structed accordingly.
Petition of L. and A. Pitschner ask-
ing the City Council to reduce the as-
sessment on their personalty from
$900.00 to $500.00, presented and read.

Petition of D. Cottingham asking
the City Council to allow him a sol-
dier's exemption for the year 1914 on
his taxes on sub. 38 and 39, Quigley's
sub., lot 5, presented and read. On

the petitioner was granted and the

Petition of Mary E. Cleaves asking
the City Council to cancel for the year
1914 the tax assessed on $1,600.00
moneyed capital against the estate of

Petition of the Iowa Dairy Co. ask-
ing the City Council to cancel the as-
sessment levied against them for the
sewer in Heeb street on account of

and annulment of the alley extending

Whereas, By direction of the City
Council of the City of Dubuque, the
City Engineer has made a plat of and
showing said portion of said alley pur-
posed to be vacated and filed the same

deemed necessary and advisable to
widen Pickett street from the easter-
ly end of Lot 7 to Henion, street tak-
ing in a part of Lot 7 in Henion and
Baird's subdivision, and oe it further
resolved that the city engineer be
and he is hereby instructed to make
a plat and survey of such proposed
improvement, showing the land or lots
through or over which the same is
proposed to be' made, the quality of
land proposed to be taken and file
such plat in his office for public in-
spection
That after such plat is so prepared
and filed, said city engineer shall give
the owners Of the property through
or over which such improvement is
proposed to be made, notice as pre-
scribed in Section 2 of Chapter 31 of
the Ordinance of the City of Dubuque.

Petition of the Illinois Central Rail-
road Co. with attached plat asking
the City Council that it be granted
proper right and authority under ordi-
nance from the city to lay an ad-
ditional railway track in Iowa street
east of the easterly track which it
now has in said street, and parallel
thereto, 14 feet from center to cen-
ter thereof, to a point 62 feet north
of the north line of First street,
where it shall converge with and
terminate in the track known as
"freight house track," and giving in
exchange for the use of public travel'
and traffic thereon, that part of its
ground lying west between its freight
house and the alley from First to
Jones street, presented and read. On
motion of Ald. Clancy the petition and
plat were referred to the committee
of the whole and notify the City At-
torney to be Present.

of the City of Dubuque.
Gentlemen —On March 9th, 1945, the
case of Catherine Kleespies vs. City
of Dubuque was called for trial in the
district court. This is a case for dam-
ages claimed to have been sustained
by the plaintiff by reason of a fall
upon a sidewalk. The action was
brought for the sum of Ten Thousand
($10,000.00) Dollars.
Another action for the sum of Five
Thousand ($5,000.00) Dollars was
brought by the husband, William
Kleespies vs. the City because of dam-
ages to him for medical services and
expense and other items for which
damage could be asked. After a jury
had been empannelled to try the case
we deemed it advisable to effect as
good a settlement of these claims as
was possible under the circumstances,
there being in our opinion some liabil-
ity on the part of the city, by reason
of which the injuries were sustained.
This being true as proposed a settle-
ment of both these cases for the sum
of One Hundred and Sixty $(160.00)
Dollars and the costs. The plaintiffs
in these actions agreed to accept said
amount and to release the city from
further liability.
On March 10, 1915, the case of Mary
Butter vs. the City was called for
trial. This is an action for personal
injuries claimed to have been sus-
tained by the plaintiff during the win-
ter of 1914, and a claim for damages
for One Thousand ($1,000.00) Dollars
was made. After a very careful con-
sideration of the evidence we came to
the conclusion that a settlement of
Seventy -five ($75.00) Dollars and the
costs would be just. We, therefore,
proposed this amount and the plaintiff
aggreed to accept the same.
In each of these cases the amounts
that we suggested by way of settle-
ment was based upon the fact that they
would just about cover the amount of
expense the parties were put to by

Mayor Saul stated that this meet-
ing is called for the purpose of re-
ceiving bids on automobile fire en-
gine, and any other matter that may
come before a regular meeting of the
Council.
Petition of the Sacred Heart school
by Rev. A. Boeding, pastor, and W.
H. Meuser, Theo. E. Buechele, com-
mittee, stating that they were going
to construct a new school building on
property corner of Queen and Regent
streets, asking Council to grant them
permission to use the entire width of
Queen street, also south one -half of
Regent street, during the period of
the construction of the new school,
also asking permission to spread the
excavation ground over city lots op-
posite school so as to arrange the
same for a play - ground, presented and
read.
Ald. McIntosh moved to suspend the
rules to allow the interested parties
to address the Council.

the Fire, Police, and Street Depart-
ments of the City of Dubuque with
choice upland hay and choice timothy
hay and No. 1 white oats„ for the
term of one year from March, 1915.
Such oats and hay to be delivered in
such quantities and such places as
may be ordered by the City from time
to tine. All hay and oats to be weigh-
ed on the city scales and delivered at
the expense of contractor. The oats to
be figured at 32 pounds to the bushel.
Each bid must be accompanied by a

AN ORDINANCE FOR THE VACA-
TION OF THE ALLEY BETWEEN
RHOMBERG AVENUE AND GAR -
FIELD AVENUE FROM DOCK
AVENUE TO REED AVENUE IN
M'CRANEY'S 1ST ADDITION TO
THE CITY OF DUBUQUE, IA.
Whereas, The board of education
the owners of the lots abutting there-
on has petitioned the City Council of
the City of Dubuque for the vacation
and annulment of the alley extending
from Dock avenue to Reed avenue in
McCraney's 1st addition to the City
of Dubuque, Iowa, and,
Whereas, By direction of the City
Council of the City of Dubuque, the
City Engineer has made a plat of and
showing said portion of said alley pur-
posed to be vacated and filed the same
in his office subject to public inspec-
tion and due notice has been given to
all abutting property owners and ten
(10) days' notice of such vacation has
been published in the official papers
of the city and the purposed action
has been submitted to the City Coun-
cil at two regular sessions, and,
Whereas, It appears that no valid
objections have been made to the
vacation of said alley and the same is
not required for public purpose, there-
fore be it
Ordained by the City Council of the
City of Dubuque:
Section 1. That the alley extending
from Dock avenue to Reed avenue be-
tween Rhomberg avenue and Garfield
avenue in McCraney's lst addition to
the City of Dubuque, Iowa, be and the
same is hereby vacated and annulled
and the permanent use of the respect-
ive portions thereof adjoining the var-
ious lots abutting thereon is hereby
granted to the owners and proprietors
of said lots and contemplated by
statute in such cases.
Section 2. The ordinance shall be
in force and take effect from and
after its passage by the City Council,
and its publication one time in the
Daily Telegraph- Herald and Times -
Journal, the official newspapers of the
City of Dubuque, Iowa.

Whereas, The owners of the prop-
erty abutting on the alley in Paulina
Langworthy's subdivision between
West Fourth and West Fifth streets
and Alpine street and Paulina street
have petitioned the City Council of
the City of Dubuque for the vacation
of said alley, and
. Whereas, Notice of such proposed
vacation has been served on all abut-
ting property owners and also pub-
lished in the official papers of the city,

Whereas, It appears that no valid

ALLEY BETWEEN GRANT AVE-
NUE AND CENTER PLACE, FROM
JULIEN AVENUE TO THE
SOUTHERLY LINE OF WEST
ELEVENTH STREET.
To Whom it May Concern:
You and each Of you are hereby
notified that it is the intention of the
Official Notices
City Council of the City of Dubuque,
Iowa, to improve the alley between
Grant Avenue and Center Place, from
Julien Avenue to the southerly line
of West Eleventh street, to be paved
with either Hillside brick or of ce-
ment paving.
That a plat of said improvement is
now on file in the office of the City
Recorder.
It is estimated by the City Engineer
that said improvement will require if
Hillside brick paving: 615 square
yards of Hillside brick paving mak-
ing a total estimated cost to the abut-
ting property owners of $1,384.00. If
cement paving, 615 square yards of
cement paving, making a total esti-
mated cost to the abutting property
owners of $1,169.00.
