BACKGROUND: On January 4, 2024, a 17 year old shot and killed two subjects at the Perry (IA) High School. This action has raised questions as to what is Dubuque doing to prevent and react to situations such as this. City staff (the Police Department & Fire Department), representatives of the Dubuque Community School District, and representatives from the Community Foundation of Greater Dubuque will discuss prevention and response to active aggressor situations. ACTION REQUESTED: I am respectfully submitting the information to City Council for the work session on June 3, 2024, at 5:15 p.m. Prioritizing protection where it matters most Every School Is Safe J#�� Community Foundation OF GREATER DUBUQUE E M� IMM Our schools are cornerstones of our communities. They must be places where adults and children alike are free from all types of violence. That's why we facilitate a coalition of community members who are committed to ensuring our learning spaces are also safe spaces. Why It Matters Every child, teacher and school staff person has the right to feel safe in school. Yet, with violent acts ocurring nationally and locally — including in nearby Perry, Iowa, and Mt. Horeb, Wisconsin — schools increasingly feel like vulnerable places rather than sanctuaries. Administrators and staff do everything possible to ensure safety, but what if the entire community joined in on the effort? This cross -sector collaboration focuses on the well-being of the children of northeast Iowa. Our Unique Role In partnership with local school districts, we facilitate Every School is Safe, inviting all who want to protect our region's children to work collaboratively toward solutions. Every School is Safe is powered by our tested model for driving systemic change: Understanding critical issues, convening partners, and mobilizing resources to have a positive impact on our communities. The initiative builds on the work of our other initiatives that aim to increase student success, including Every Child Reads. Through this work, we can build safe learning environments through candid dialogue and promotion of evidence -based school safety programs. How It Works We learn about challenges, concerns and opportunities by listening to people from all corners of our community. We recognize that several areas lead to a safer school environment —physical safety, emotional safety, supportive relationships, brain health support and community involvement —all of which can be addressed by an engaged and passionate community committed to the well-being of all children. By working collaboratively, we can forge partnerships that lead to safer schools for all. Our Goals We will facilitate a network that shares resources and identifies opportunities for: • Prevention: Identify risk factors and safety needs, and resources that can address them. • Preparedness: Ensure families know their school's safety plans and are ready in the event of an emergency. • Partnership: Foster strong relationships among schools, families, law enforcement, brain health professionals, and community organizations to holistically address concerns. • Promotion: Educate the community on available resources, strategies to create safer learning environments, and ways to empower individuals to report suspicious activities. PREVENTION & PREPARATION • Threat Response and Assessment • Threats of violence are acted upon immediately. • Collaborative response involving the police, the school district, Juvenile Court Services, and the County Attorney's Office. • DPD used research/information from federal partners (FBI, Secret Service, etc.) to develop a response protocol for investigating and assessing threats. w ASTUDY OFTHE PRE -ATTACK BEHAVIORS OF ACTIVE SHOOTERS IN THE UNITED STATES BETWEEN 2000 AND 2013 PREVENTION & PREPARATION • Police Training • New officer training during and after the police academy. • Inservice training on active shooter/rescue task force training. • Supervisor training on managing an active shooter incident. • Partner with local schools and businesses to train in real -world settings. • Inviting surrounding agencies to train with DPD. • Rescue Task Force Training • Partnering with DFD and Dubuque County volunteer fire departments to train on the Rescue Task Force concept. • Police and Fire working together to reach victims and get them care ASAP. • School Training • Helping to train and prepare school staff. • Helping with drills held twice a year. r i - PREVEN'T'ION & �4 - PREPARA'T'ION • Equipment IT • Squad rifles nue�u� • Rifle armor POLICE • Emergency supplies • School maps R � � M a- Vt��,rsr_�-V RESPONSE • Rapid law enforcement response to immediately enter the scene to stop the threat. • DPD has trained officers in a rapid deployment response to active shooter threats for over 20 years. • DPD trainers attend regional training events to ensure our plans and tactics follow best practices. • Rapid mobilization of Rescue Task Force teams to treat and evacuate injured persons. • Partnered with DFD in 2017 to increase our training and planning in this area. • DFD began to purchase ballistic vests in 2018. • Working with district leadership and emergency management professionals to manage the incident. • National Incident Command System RECOVERY • Once the incident no longer poses a threat to life, law enforcement will transition to the investigation phase of the response. • Interviews, crime scene processing and evidence gathering, case building, etc. • Reunification • Partnered with the schools and EMA to develop a reunification plan. • Evacuation • Transport • Off -site locations • Supplies Community Foundation of Greater Dubuque Every School is Safe Will convene stakeholders during summer 2024 • First convening of teachers -July 9 Focus: • Prevention • Preparedness • Partnership • Promotion Builds on other Community Foundation initiatives: • School attendance • Brain Health • Supporting teachers and administrators QUESTIONS/ DISCUSSION
