Office of Shared Prosperity and Neighborhood Support Director Anderson Sainci is
recommending City Council approval to provide a letter of support for the Local
College/Career Access Network (LCAN) grant to the Community Foundation of Greater
Dubuque.
The grant will support the foundation's work in addressing chronic absenteeism for
underserved youth throughout our region.
If approved, the CFGD is requesting partners to:
Attend regular meetings to assist in developing the network to reach the goals of
the LCAN.
• Assist with data collection.
• Support LCAN colleagues with programming/initiatives related to college.
The letter of support will enhance The Community Foundation of Greater Dubuque
grant application aimed at addressing education, one of the determinants contributing to
poverty.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

DISCUSSION
The Community Foundation of Greater Dubuque (CFGD) is seeking a letter of support
for the Local College/Career Access Network (LCAN) grant. The grant will support the
foundation's work in addressing chronic absenteeism for underserved youth throughout
our region.
If approved, the CFGD is requesting partners to:
Attend regular meetings to assist in developing the network to reach the goals of
the LCAN.
• Assist with data collection.
• Support LCAN colleagues with programming/initiatives related to college
The letter of support for The Community Foundation of Greater Dubuque LCAN grant
application will play a pivotal role in securing the funding necessary to shape the future
of our community and foster equitable opportunities for all residents. This grant, which
focuses on education —one of the determinants contributing to poverty —is aimed at
addressing chronic absenteeism among underserved youth in our region. Chronic
absenteeism is a critical issue that significantly impacts educational outcomes and
perpetuates cycles of poverty.

Dear Bureau of Iowa College Aid:
I'm writing on behalf of the City of Dubuque's Office of Shared Prosperity & Neighborhood
Support (OSPNS) to express our enthusiastic support for Attendance Counts, the Local
College/Career Access Network (LCAN) grant initiative. As an organization committed to
student success, we recognize the critical importance of addressing chronic absenteeism
and providing resources to under-resourced students. In Allamakee, Clayton, Dubuque,
and Jackson counties only 59.3% of the class of 2021 enrolled in a 2 or 4-year institution.
In this same region, chronic absenteeism more than doubled from 2019-2022, with 48.3%
of students of color and low socio-economic status students being chronically absent in
2021, leading to lower reading and math scores, CPAs, and ability to earn high school
diplomas. Our community's goal is to reduce chronic absenteeism by 4%.
Dubuque's Office of Shared Prosperity & Neighborhood Support is charged with reducing,
alleviating, and ultimately, preventing poverty in our community. In partnerships with
partners like the Community Foundation of Grater Dubuque, we seek to address issues
associated with economic insecurity, job training, institutional bias, racism, the justice
system, food insecurity, and physical and mental health.
The OSPNS is committed to this multi -year effort and will support the LCAN initiatives by
attending regular meetings to assist in developing the network to reach the goals of the
LCAN and assist with data collection. Our office pledges to support the efforts of the LCAN
with in -kind staff support at LCAN strategy sessions with other team members,
local/regional career days and/or other events that work towards improving absenteeism
throughout the region.
Please consider the Community Foundation of Greater Dubuque's application for LCAN
funding to support coordinated efforts to reduce absenteeism rates among traditionally
underserved student populations. Thank you very much.
