City Engineer Gus Psihoyos is recommending City Council adopt a resolution awarding
the construction contract for the 2024 ADA Sidewalk Curb Ramp Project Four to Drew
Cook & Sons Excavating Co. in the amount of $109,878.25.
The 2024 ADA Sidewalk Curb Ramp Project Four will provide for the replacement of
access ramps on 3rd Street from Parkway to Alpine Street areas in conjunction with the
Public Works Asphalt Overlay program at the following locations:
3rd Street and Parkway Street, two directional ADA sidewalk curb ramps.
3rd Street and College Street, four non -directional ADA sidewalk curb ramps.
3rd Street and Glen Oak Street, two non -directional ADA sidewalk curb ramps.
3rd Street and Roland Street, two non -directional and one directional ADA sidewalk
curb ramps.
3rd Street and Alley between Roland & Booth two directional ADA sidewalk curb
ramps.
3rd Street and Booth Street, four non -directional ADA sidewalk curb ramps.
3rd Street and Alley between Booth & Nevada, two directional ADA sidewalk curb
ramps.
3rd Street and Nevada Street, four non -directional ADA sidewalk curb ramps.

The attached resolution authorizes the award of the public improvement construction
contract for the 2024 ADA Sidewalk Curb Ramp Project Four.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility difficulties to access the City's sidewalk system.
The design standards for these ramps have evolved over time as more ramps have been
installed and standards have changed.
Since 2011, The City of Dubuque follows the Accessibility Guidelines for Pedestrian
Facilities in the Public Right -of -Way. These are updated standards to use for facilities in
the public right-of-way and addressed issues brought up since the original ADA standards
were developed. The Iowa Department of Transportation has adopted the PROWAG
standards. The Federal Highway Administration (FHWA) has also adopted the standards
and requires all cities that receive federal funding to follow these standards.
DISCUSSION
The 2024 ADA Sidewalk Curb Ramp Project Four will provide for the replacement of access
ramps on 3rd Street from Parkway to Alpine Street areas in conjunction with the Public Works
Asphalt Overlay program at the following locations:

3rd Street and College Street, four non -directional ADA sidewalk curb ramps.

BID RESULTS
The City received bids on May 17, 2024, for the 2024 ADA Sidewalk Curb Ramp Project
Four. Drew Cook & Sons Excavating Co. of Dubuque, IA, submitted the low bid in the
amount of $109,878.25 which is 25.32% below the engineer's estimate. A summary of
the bid proposals received is as follows:

ACTION TO BE TAKEN
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14,
it is necessary that the award for the 2024 ADA Sidewalk Curb Ramp Project Four be
officially recorded in the minutes of the City Council.
The City Council is requested to award the construction contract for the 2024 ADA
Sidewalk Curb Ramp Project Four through the adoption of the attached resolution to Drew
Cook & Sons Excavating Co. in the amount of $109,878.25.

RESOLUTION NO. 160-24
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2024 ADA SIDEWALK
CURB RAMP PROJECT FOUR
Whereas, sealed informal bid proposals have been submitted by contractors for
the 2024 ADA Sidewalk Curb Ramp Project Four, (the Project) and Notice to Bidders
published on the City of Dubuque, Iowa website and plan room service with statewide
circulation on the 31d day of May 2024; and
Whereas, said sealed proposals were opened and read on the 17th day of May
2024 and it has been determined that Drew Cook & Sons Excavating Co. of Dubuque, IA
submitted the low bid in the amount of $109,878.00, and is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That a Public Improvement Contract for the Project is hereby
awarded to Drew Cook & Sons Excavating Co. and the City Manager is hereby directed
to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, adopted, and approved this 3rd day of June 2024.
