BACKGROUND Since 1990, the City of Dubuque has installed pedestrian access ramps around the City of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian access ramps allow people with mobility difficulties to access the City's sidewalk system. The design standards for these ramps have evolved over time as more ramps have been installed and standards have changed. Since 2011, The City of Dubuque follows the Accessibility Guidelines for Pedestrian Facilities in the Public Right -of -Way. These are updated standards to use for facilities in the public right-of-way and addressed issues brought up since the original ADA standards were developed. The Iowa Department of Transportation has adopted the PROWAG standards. The Federal Highway Administration (FHWA) has also adopted the standards and requires all cities that receive federal funding to follow these standards. BID RESULTS The City received bids on May 17, 2024, for the 2024 ADA Sidewalk Curb Ramp Project Four. Drew Cook & Sons Excavating Co. of Dubuque, IA, submitted the low bid in the amount of $109,878.25 which is 25.32% below the engineer's estimate. Breitfelder City Clerk City of Dubuque, 50 W. 13th St. Dubuque, IA 52001 (563)589-4100 RESOLUTION NO. 160-24 AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2024 ADA SIDEWALK CURB RAMP PROJECT FOUR Whereas, sealed informal bid proposals have been submitted by contractors for the 2024 ADA Sidewalk Curb Ramp Project Four, (the Project) and Notice to Bidders published on the City of Dubuque, Iowa website and plan room service with statewide circulation on the 31d day of May 2024; and Whereas, said sealed proposals were opened and read on the 17th day of May 2024 and it has been determined that Drew Cook & Sons Excavating Co. of Dubuque, IA submitted the low bid in the amount of $109,878.00, and is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That a Public Improvement Contract for the Project is hereby awarded to Drew Cook & Sons Excavating Co. and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
