There would be no impact on the general fund. The services of the Custodian at the Agency facilities would be utilized immediately upon hiring for the Maintenance Shop, scale house, office trailer, and Regional Collection Center (RCC) and absorbed within their budget. Upon completion of the Customer Convenience Center, the custodian services will include that facility also. However, cleaning services at office trailer and RCC will be discontinued because the office trailer will be sold and the building housing the RCC will be transitioned to equipment storage facility. I concur with the recommendation and respectfully request Mayor and City Council approval. Mic ael C. Van Milligen, City Manager FROM: Arielle Swift, Public Works Director SUBJECT: Public Works Custodian Staffing Change Request DATE: April 1, 2024 Dubuque All -America City 2007-2012.2013 2017*2019 INTRODUCTION The purpose of this memorandum is to request approval to increase the part-time custodian position to a full-time custodian. BACKGROUND The Public Works Department has a part-time (0.68 FTE) custodian who is responsible for maintaining the Municipal Services Center building and facilities in clean and orderly condition; perform heavy cleaning duties, such as cleaning floors, shampooing rugs, washing walls and glass, and removing rubbish; perform routine maintenance activities; notify management of need for repairs; clean snow or debris from sidewalks; and perform other duties as assigned. Duties may occasionally involve HVAC maintenance; and repairing buildings, floors, or stairs. Cintas Corporation (Cintas) currently supports the part-time services of the custodian and cleans the locker rooms and restrooms at the Municipal Services Center twice per month. In addition, Cintas Corporation currently cleans the locker rooms/restrooms, and break room at the Dubuque Metropolitan Area Solid Waste Agency's (Agency) Maintenance Shop once per month. The Agency's Scale House, Office Trailer, and Regional Collection Center do not receive any custodial services. Service Location Custodian Costs Cintas Cost Total Municipal Services Center DMASWA Maintenance Shop Total Cost $41,951.00 $9,932.21 $0.00 $1,428.81 $41,951.00 $11,361.02 $51,883.21 $1,428.81 $53,312.02 DISCUSSION Funding for the current part-time Custodian position is provided by two departments (Public Works Department and the Water Department) representing four activities as follows: Current Current Activity Name Hours FTE Cost Street Maintenance 793 0.38 $22,870.00 Water 146 0.07 $4,213.00 Refuse Collection 167 0.08 $5,172.00 Public Works Garage 313 0.15 $9,696.00 TOTAL 1419 0.68 $41,951.00 1 A full-time Custodian is requested (2,080 hours or 1.00 FTE). The net cost of this staffing change request is as follows: Requested Fiscal Year 2024 Change Amount FTE Addition of Full -Time Custodian +$ 12,237 +1.00 Removal of Part-time Custodian (6,992) -0.68 FY2024 Part -Time Custodian Vacancy Savings (13,984) Eliminate Cintas Corporation Services (1,893) Net Change ($ 10,632) +0.32 The full-time Custodian would split their time between the Municipal Services Center and the Agency facilities, providing additional regular maintenance and cleaning activities to the Agency above the current services provided by Cintas. The future impact on the budget is as follows: Requested Fiscal Year 2025 Change Amount FTE Addition of Full -Time Custodian +$73,422 +1.00 Removal of Part-time Custodian ($41,951) -0.68 Removal of Cintas Corporation Services ($11,361) Additional Cintas Corporation Services w/3C Cleaning ($8,503) Net Change +$11,607 +0.32 Utilizing the current funding distribution formula, and accounting for the additional services at the DMASWA facility, the budget impact for FY2025 before savings from the elimination of the current and additional Cintas services would be as follows: Activity Name Street Maintenance Water Distribution Refuse Collection Public Works Garage DMASWA Totals GL Code Current Cost FT Cost Cintas Savings Net+/ - 11U-54Ub (1p zz,8/U.UU) Z ou'uzz.UU to 5,zb4) 1,i52525 600-4204 (4,213.00) 5,268.00 (993) 62 670-5411 (5,172.00) 6,400.00 (1,887) (659) 811-5415 (9,696.00) 13,377.00 (1,788) 1,893 950-5419 — 18,355.00 (9,932) 8,423 ($ 41,951.00) $ 73,422.00 ($19,864) $11,607 There would be no impact on the general fund.
